Located in the heart of scenic, rural Western Pennsylvania, Armstrong County Community Action Agency, Inc., d/b/a Armstrong County Community Action of Pennsylvania (ACCAP), is a 501(c)(3) nonprofit agency incorporated in 1965. We are a community-based, grassroots organization serving individuals facing economic hardships. Over the years, ACCAP has established itself as one of the single largest providers of comprehensive human services within Armstrong County.

Our agency is seeking a talented individual to join our Weatherization team as a full-time QCI Inspector. This key positon serves an important role within the agency’s Weatherization Department, as well as within the Armstrong County area. The ideal candidate is a self-motivated, responsible, accountable, and reliable individual. The following is an outline of the necessary tasks and duties performed by the QCI Inspector:

· Serves as the Quality Control Inspector on all PA State Weatherization jobs.

  • Prepares and ensures the completion of appropriate documents related to weatherization tasks.
  • Performs inspections on completed jobs to ensure that all work is satisfactorily completed and program requirements are met.

· Responsible for inspecting work done by the Agency energy auditor and review program manager files to ensure accuracy.

· Responsible for composing Quality Control report and submitting completed report to the agency for State approval.

  • Understands and complies with all technical aspects of Weatherization programs.
  • Conducts all testing required on each job to submit a comprehensive and accurate report.
  • Identifies problems and actions to remediate problems related to health and safety in residences.
  • Must possess the ability to climb a ladder and lift equipment in and out of a vehicle and attics of houses.
  • Perform other duties as assigned by the WX Dept. Manager and/or the Executive Director.
  • Understand / be trained in Lead Safe Practices.
  • Responsible for ensuring all equipment is calibrated and in good working condition.
  • Must have knowledge of proper building materials, building science, as well as the ability to educate the homeowner on home-efficiency best practices.
  • Responsible for attending trainings and conferences to maintain current certifications.
  • Responsible for conducting client interview and reinforcing State and agency protocol with clients and staff; must wear necessary safety equipment at all times.

The successful candidate will possess the following qualifications:

Mandatory: Applicant has successfully completed all state training and testing requirements to become certified as a Quality Control Inspector for the State Weatherization Program. Applicant must be willing to continue required trainings for renewal of the QCI Certification. A minimum of one year of experience preferred.

Other Competencies:

· Experience and basic proficiency using Microsoft Word, Excel, Access; aptitude to learn new software applications as needed.

· Ability to lift 50 pounds.

· Ability to communicate with program participants and contractors and explain energy saving practices and energy-related measures to be completed in residences.

· Ability to prioritize workload.

· Ability to supervise up to 1-4 staff members.

· Able to professionally communicate / interact with clients, co-workers, supervisors, board of directors, outside organizations, and others at all times.

· Effective communications skills; experience in writing reports helpful.

· Possess excellent organizational and problem-solving skills.

· Availability tooccasionally travel overnight for meetings/trainings as required for programs (appropriate expenses will be paid for by the Weatherization program).

· Computer literate and possess aptitude for learning new software programs.

· Able to operate basic office equipment such as telephone, copy and fax machines, and postage machine.

· Able to successfully coordinate with other county and state agencies.

· Complete any and all duties assigned by supervisor.

· Must be empathetic with regards to the needs of the low-income and economically disadvantaged.

· Must be able to sit at desk to complete reports, attend Zoom trainings, etc.

· Professional appearance; positive attitude.

· PA State Criminal Background Check, PA Child Abuse History Clearance, FBI Fingerprint Criminal Records Check, and Drug Testing required.

· Valid driver's license and good driving record required.

· Personal vehicle or access to independent transportation required.

· Proof of motor vehicle insurance (for use of personal vehicle).

· Must adhere to agency confidentially standards at all times.

Salary range is $18.00 - $23.00 /hour and is dependent upon experience and education.
