THE POSITION

DESCRIPTION OF WORK

This position represents the Bureau of Investigation and Enforcement in the prosecution of cases involving any and all utility areas for violation of the Public Utility Code and the Code of Federal Regulations before Commission Administrative Law Judges and Mediators. A Puc Assistant Counsel 1 is responsible for the review of informal and formal investigations and other documents in order to determine the proper Investigation and Enforcement (I&E) response. Work duties include: preparing research, analysis and recommendations on a variety of issues involving informal and formal investigations, administrative procedure, evidence and trial practice; evaluating the relative merits of legal positions and present such positions, preparing data requests and settlement agreements; preparing interrogatories and presenting witnesses and exhibits; cross-examining witnesses and analyzing evidence, making oral argument and filing motions, briefs, exceptions and other pleadings as necessary for the prosecution of cases.

Work Schedule and Additional Information:


  • Full-time employment.
  • Work hours are 8:00 am to 4:30 pm, Monday - Friday, with 60-minute lunch.
  • Telework: This position is headquartered in Harrisburg. Part-time telework is a potential feature of these positions for employees. Successful candidates are required to report to the headquarters worksite daily, unless the employee meets eligibility requirements and telework has been approved. To be eligible to participate in telework, the employee’s Alternate (telework) Worksite must meet the following requirements: The telework worksite must be located 1) within a reasonable travel distance of Harrisburg and 2) within the Commonwealth of Pennsylvania. Please direct all questions regarding reasonable distance and the type of available telework to the PUC Human Resource Office at ra-puchr@pa.gov or (717) 787-8714. Management may discontinue any telework arrangement at any time, for any reason. Candidates who do not wish to telework or are not eligible to telework, will work from the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Graduation from an approved school of law and certificate of admission to the Bar of the Supreme Court of Pennsylvania, or preparatory steps to become a member thereof. Continued employment is conditional upon the obtaining of such certificate of admission.
Additional Requirements:
  • Possession of a certificate of admission to the Bar of the Supreme Court of Pennsylvania; or
  • Eligibility for a certificate of admission to the Bar of the Supreme Court of Pennsylvania; or
  • Possession of a certificate of admission to the bar of the highest court of another state, with preparatory steps taken to become a member of the Bar of the Supreme Court of Pennsylvania.
