Position Summary

The Lab Analyst performs duties in alignment with requirements set forth by the Oregon Health Authority and Environmental Protection Agency to protect public health and the environment through effective water quality testing and analysis. Perform laboratory analytical tests and provide technical support and information to City personnel on water, wastewater, storm water, and related environmental programs. These tasks are illustrative only and may include other related duties.

Essential Functions

Performs laboratory analytical tests on wastewater, industrial and hazardous waste, storm water, and drinking water to ensure that the wastewater, storm water, and drinking water comply with City, State and Federal requirements and policies. Enters data in the laboratory information management system database.

Responsible for performance testing to meet standards set by the National Environmental Laboratory Accreditation Conference Institute (TNI), United States Environmental Protection Agency (USEPA), Oregon Laboratory Accreditation Program (ORELAP), and National Environmental Laboratory Accreditation Program (NELAP). Conducts and signs laboratory quality control/quality assurance testing and maintains records as needed to ensure validity of test data.

Establishes procedures, experiments and environmental investigations as needed to meet regulatory requirements. Reviews and revises standard operating procedures for conducting laboratory sampling, testing, and other documents as needed.

Evaluates and documents data; provides information, conclusions, and recommendations to staff as requested. Participates in treatment plant sampling and testing for process control.

Maintains knowledge base to communicate, administer, and ensure laboratory compliance with all applicable regulations.

Coordinates sampling and testing schedules with contracted laboratories to meet state and federal requirements. Performs laboratory analytical tests for outside agencies in accordance with contracts.

Maintains all laboratory equipment calibrations.

Conforms with all safety rules and practices, and performs work in a safe manner. Maintains job-site safety and minimizes hazardous conditions.

Responds to internal and external customer service requests, questions and complaints. Maintains a positive customer service demeanor and delivers service in a respectful and patient manner.

Maintains effective work relationships.

Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance.

Complies with all Administrative Policies. Performs work in accordance with Council Policies and Municipal Code sections applicable to position.

Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.

Operates and drives vehicles and/or equipment safely and legally.

Qualifications and Skills

Education and Experience
Bachelor's Degree in microbiology, chemistry, biology or environmental sciences. Must meet educational requirements required for NELAC accreditation which includes a minimum of 24 semester hours of chemistry and 16 semester hours of biology with 4 semester hours of microbiology.

Five years of laboratory experience including two years environmental laboratory experience focused on routine water and/or wastewater analysis.

Knowledge, Skills and Abilities
Knowledge and understanding of how to perform microbiological and chemical sampling and testing of potable water and wastewater systems, Including, but not limited to water distribution, BOD, TSS, ammonia, COD, MPN, and conductivity testing.

Thorough understanding of complex chemical and biological reactions and modifications of these reactions.

Knowledge and understanding of a body of regulations, procedures and methods and the ability to apply this knowledge to the situation at hand with limited supervision.

Ability to draw conclusions and develop recommendations from test data and to develop analytical programs and procedures to maintain compliance with regulatory agency requirements.

Effective communication, analytical, customer service and interpersonal skills.

Ability to get along well with co-workers.

Ability to use a computer to perform essential functions of the position.

Thorough knowledge of traffic laws and defensive driving.

Special Requirements
Position may involve working overtime and on weekends as needed.

Possession of and the ability to maintain a valid Oregon Drivers License.
