The Village of Rantoul is seeking a candidate to fill the position of Public Works Director.

The Public Works Director manages overall operations and personnel of the Electric, Wastewater, Stormwater, Water, Street, Aviation, Natural Gas, HVAC, Systems Maintenance and Public Works Administration Division including planning, design, approval, construction, operations, maintenance, policy development and work programs.

Job Responsibilities

* Formulates, forecasts, directs, and evaluates the work activities of electric, wastewater, stormwater, water, street, aviation, natural gas, HVAC, systems maintenance, and Public Works Administration divisions

* Establishes both short term and long-term priorities and goals; coordinates and works with other Village departments involved in joint projects; supervises division

* Prepares reports and recommendations regarding Public Works matters; researches and prepares reports as directed; prepares or directs development of cost estimates, recommendations and requests for authorization and funding

* Prepares capital and operational budgets; monitors all division budgets; identifies capital improvement projects for consideration by Board of Trustees

* Oversees engineering, construction and maintenance; determines construction, maintenance, development and equipment priorities; develops/reviews and/or approves design plans and specifications for projects; prepares annual schedule of projects and monitors progress

* Coordinates and acts as Village representative on special projects; works with contractors, builders and developers; acts as liaison to the Village Board and keeps Board informed of department activities and progress

* Attends and participates in all required meetings, conferences and professional seminars; attends Village Board meetings providing information on Utilities operations as requested; conducts divisional staff meetings for coordinating planning and operations

* Attends meetings as the Village’s representative for state, regional, and national boards, as designated by the Village Administrator and Board of Trustees. Also works with the Mayor, Village Administrator and staff on public improvement projects and on private projects affecting Village public services; recommends policies, procedures and operational changes to Village administration

* Participates in labor negotiations and oversees the day-to-day administration of the labor agreement

* Other duties as assigned

Requirements

* Ability to coordinate the activities of a subordinate staff and several divisions

* Ability to use engineering skills and/or principles for operations, planning and overall problem solving

* Review or prepare technical proposals, plans, specifications and materials

* Prepare comprehensive budget recommendations and to administer department operations within budget

* Prepare or direct others to prepare required records and reports

* Express ideas on technical subjects in a clear and concise manner both verbally and in writing

* Establish and maintain satisfactory working relationships with Village personnel, vendors and the general public

* Must be willing to work evenings, weekends, and holidays as needed

Qualifications

* Bachelor's in Engineering preferred, but not required

* Relevant experience may be considered in lieu of education

* Must have an Engineer license

* At least 6 to 9 years experience in the operation and maintenance of engineering, utility, or community public works department

* Thorough knowledge of Federal, State, and Local statues, ordinances, and codes related to service of utility operations

* Knowledge of administrative theory and techniques

* Operations of public water, wastewater, storm water, electric, street, natural gas, aviation, HVAC, GIS, SCADA, and systems maintenance division and related services

* Knowledge of community governmental operations and its relationship to the Village of Rantoul citizens

* Valid Illinois vehicle operator license

The selected applicant will be required to live within corporate limits of Rantoul.

Pay: $90,000.00 - $126,000.00 per year
