Job Description

The Middlesex County Public Library (MCPL) seeks a full-time Executive Director for its Urbanna and Deltaville branch libraries. A government-independent 501(c)(3) institution, MCPL is an integral and active part of a vibrant, rural, small-population community located within Virginia’s Middle Peninsula bordered by the
Rappahannock and Piankatank Rivers and the Chesapeake Bay. MCPL offers the successful candidate an opportunity to work with a collegial and highly capable patron-services staff and a committed and enthusiastic Board of Directors. During the next calendar year, MCPL staff will include an Executive Director, a full-time staff of two Branch Managers and a Library Outreach Vehicle Coordinator, and a wage staff including a Children’s/Youth Services Coordinator and several Library
Assistants. The Executive Director will have the opportunity to initiate substantial additional community services to all regions of the county with MCPL’s new library outreach vehicle.

Description of Duties

The Executive Director works under the direction of the governing Board of
Directors of the Middlesex County Public Library and is responsible for all aspects of library operations and functions, for advocating for the library at all times, and for meeting the requirements of the Board, complying with all applicable laws and regulations, and meeting the needs of the community and staff.

Board Relations: The Executive Director shall administer and execute policies adopted by the board; prepare regular monthly reports and apprise the board of significant activities, events, problems, and concerns of the library; evaluate the effectiveness of library services necessary to meet the changing needs of the
Middlesex community and develop plans to meet those needs; formulate and recommend policies for board approval and inform the board of library initiatives; maintain statistical records on library activities; submit monthly and annual reports to the board; serve as technical adviser to the board; attend board meetings; and participate in all fund-raising activities.

Planning: The Executive Director shall supervise the planning and implementation of MCPL operations, programs, and activities under the general direction of the

board; evaluate future needs of library services and the resources to meet those needs; and prepare long-range plans for the library.

Finance: The Executive Director shall in close cooperation with the board Budget and Finance Committee act as the library’s Chief Financial Officer; develop the annual budget in cooperation with the board Treasurer and the Budget and Finance committee; submit the draft budget to the Middlesex County administrative office and Board of Supervisors for partial funding and to the board at its May meeting for discussion and approval; coordinate financial matters with the county administration; and coordinate with the board Treasurer and Budget and Finance
Committee and submit to the board for discussion and approval requests for expenditures above established limits.

Staffing: The Executive Director shall employ, direct, supervise, and evaluate all library staff, including volunteers, in the performance of their duties; advise the board of any staff disciplinary issues; develop personnel policies and procedures; provide recurring training and development opportunities for all staff; and maintain a positive working environment in behalf of staff morale.

Public and Patron Relations: The Executive Director shall advocate for and promote the library in the Middlesex community in tandem with staff, the board, volunteers, patrons, and educational and literacy organizations; work to establish effective communications through news releases, e-mail or print newsletters, blogs, web sites, etc.; establish and maintain effective working relationships with schools, agencies, civic and community groups, the general public, and the media; represent the library before community, civic, public library, and other groups by effectively communicating the objectives and activities of MCPL; effectively address patron and public complaints and advise the board of such interactions; and respond to the needs of the community as its demography and diversity may encourage.

Collections: The Executive Director shall supervise the selection, acquisition, and processing of all library materials to meet public needs within the protocols of library selection policies and the library budget.

Property and Grounds: The Executive Director shall supervise the maintenance and appearance of building interiors, exteriors, and grounds.

Professional Development: The Executive Director shall keep current in library trends by participating in professional and other meetings as appropriate, by membership in state and national library associations, and by networking with regional libraries. MCPL strongly encourages its professional staff in their pursuit of professional growth and renewal.

Salary and Benefits

Within the salary range as stated, the successful candidate will be paid commensurate with experience. MCPL offers health insurance through the administrative offices of Middlesex County and a TIAA/CREF retirement plan, to include MCPL contributions in behalf of the Executive Director.

The position requires an American Library Association–accredited MLS/MLIS degree, a Virginia Librarian’s Certificate, and a minimum of five years’ progressively responsible duties in a library setting. Also required is a driver’s license valid in the
Commonwealth of Virginia.
