Introduction



The City of Tucson’s Environmental & General Services Department (EGSD) is seeking an energetic, enthusiastic, and creative individual who will effectively engage and assist with distributing information through social media and other internal and external communications. The Public Information Specialist will work with the department’s Public Information Officer (PIO) to develop, implement and maintain an effective public information program; write and edit news releases, memorandums, fact sheets, newsletters, flyers; organize and attend public meetings; manage the EGSD website and all social media platforms; and assist with other internal and external communications or related tasks as needed. General Description

Provides information to the public through a variety of means including: answering constituent phone calls and e-mails, maintaining contact with the news media and social media content, on-line communication, writing and distributing news releases, delivering presentations, planning and organizing special events and developing collateral materials. Conceptualizes and produces marketing packages and communications materials. Develops partnerships with public and private entities.

Essential Functions

Building and executing social media strategy through audience research. Setting up and optimizing department pages within each social media platform. Plans programs, presentations and special events by scheduling presentations and special events, conducting research, meeting with personnel and the public, acting as a liaison and establishing relationships with organizations, writing and reviewing materials, reporting on program activities and results, preparing presentation materials, setting up displays, delivering presentations and answering questions.

Creates and distributes social media content, marketing packages and communications materials by researching, writing and designing materials, posting on multiple sites, working with vendors, customers, coordinating the distribution of materials, monitoring budgets, preparing correspondence and assisting in buying advertising.

Communicates information through the media by planning and coordinating media events, writing and disseminating press releases and story ideas, developing and maintaining relationships with editors and reporters, maintaining and updating website, creating and developing advertisements, and tracking media coverage.

Performs administrative duties by answering telephone and email messages, requesting information, completing reports, running errands, photographing events, working collaboratively with City personnel, developing schedules, writing and coordinating newsletters and calendars of events.

Performs some or all of the following related duties: coordinating fundraisers, producing television shows, developing and overseeing contracts and grants, attending meetings, conferences, coordinating public meetings, notifying personnel and government representatives, preparing correspondence, providing support to boards. Commission and committees as requested, proofs and edits written material as requested, and maintains media database.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 3 years of experience in Public Relations, Journalism, Communications or related field

Special Job Requirements

Position may require to work on weekends for events as needed.

Preferred Qualifications

Ideal candidate will have experience with the following:
  • Experience with and understanding of environmental concerns
  • Knowledge of graphic design software and on-line tools including Photoshop, Canva, and PicMonkey
  • Experience establishing and designing pages or sites on social media including Facebook, Twitter, and Instagram
  • Recent experience in Communications, Public Relations, Journalism or a related field
  • Recent experience producing finished written material used for public release
  • Proficiency with current versions of video, graphics, presentation, and document creation software programs which may include but are not limited to: Adobe Acrobat Pro, Adobe Illustrator, Microsoft Publisher, Microsoft PowerPoint
  • Recent professional experience developing, publishing, posting, streaming or otherwise distributing information through social media sources including Facebook, Twitter, Snapchat, and Instagram
  • Recent experience organizing and coordinating public events, and/or press conferences
  • Bilingual (English/Spanish)

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a Written Practical.

  • Written Practical will be held: January 12, 2023

Individuals who pass the written practical will be invited to participate in a Panel Board/Presentation Interview:

  • Panel Board/Presentation Interviews will be held: January 19, 2023

Upon completion of all examination processes, the highest scoring applicants will be placed on an Eligibility List. An applicant's ranking on the list will be based on their final score which will be calculated as:

  • 20% of your rating for Education and Work Experience
  • 45% of your Written Practical
  • 35% of your Panel Board/Presentation Interview

Hiring interviews may be conducted.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List. If you qualify for preference points as outlined in the Employment Profile, you must hand deliver your documentation as part of the application process at the time of the Oral Board Interview. The DD 214 must be a copy that indicates characterization of service.
