The person in this position collaborates and directs the development, coordination, implementation, and evaluation of preparedness programs for the Quad-County region of Carson City, Douglas, Lyon, and Storey counties. Responsibilities involve plan writing, developing trainings and exercises, as well as participating in coordinated response activities during all-hazards emergencies. This position also partners with local, regional, and state stakeholders, as well as healthcare and community partners, for planning, exercising, response, and situational awareness activities.

The PHP manager oversees and coordinates the activities of Quad-County PHP staff and actively collaborates with managers of other Divisions within Carson City Health and Human Services to ensure comprehensive and efficient approaches are utilized in serving the City and Region. Additionally, the manager oversees the development of the grant scopes of work, budget creation, and budget management for the operations of the PHP Division.

This is a full-time, FLSA-Exempt position with Carson City Health & Human Services. Under general direction, plans, organizes, coordinates, supervises, reviews and evaluates the activities of the division in regard to provision of comprehensive Public Health Preparedness programs through program planning; grant development, implementation and evaluation.

  • Plans, organizes, coordinates, assigns, provides direction and reviews the work of assigned staff.
  • Assists in the development and implementation of goals, objectives, policies, procedures, and work standards for the area of responsibility; provides input into the budget development and administration process.
  • Initiate, design, implement and evaluate plans to deliver essential public health services in response to bioterrorism and other health emergencies and disasters in the community.
  • Coordinate the organization, staffing and operational activities and assignments for various preparedness related services including planning, training, and grant preparation and administration.
  • Direct the planning, development, coordination and implementation of new, innovative and/or expanded preparedness programs for the City and the community.
  • Represent the City by attending and participating in various professional, public and private sector, governmental and voluntary organizations that impact the City's ability to perform duties.
  • Work cooperatively and positively with Division Directors, Program Managers, and line staff to coordinate and improve the implementation of preparedness activities.
  • Maintain knowledge of local, state and national preparedness trends, technologies, initiatives and priorities.
  • Direct the development, review and submission of grant applications for preparedness grant funding through local, state and federal sources.
  • Assess the public health, political and social aspects of preparedness activities to maximize program impact and assure successful integration with local, state and federal emergency management systems.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Promote and sustain positive working relationships with various community emergency preparedness and response partners and state and federal counterparts; educate partners on the role of public health in preparing for and responding to emergencies and community disasters.
  • Trains staff and provides for their professional development.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
  • Manage and participate in the development and administration of the budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct the preparation of and implement budgetary adjustments as necessary; monitors and administers grant funding.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Reviews the work of supervisory and direct report staff; identifies problem areas and directs corrective action; counsels employees and initiates discipline as necessary.
  • Contributes to the overall quality of the unit's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.

Typical Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:
Bachelor's degree in public health, or a closely related field; AND four (4) years of professional public health program management experience, one (1) year of which was in a supervisory role; OR an equivalent combination of education, training and experience as determined by Human Resources.

SUPERVISION RECEIVED AND EXERCISED:
Under General Direction - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval.
Supervision is minimal, indirect, and usually limited to technical oversight.

CONDITIONS OF EMPLOYMENT:

1. Unclassified employees are "At Will" and as such, may be terminated at any time for any reason, or no reason.

2. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

3. Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.

4. Employees may be required to complete Incident Command System training as a condition of continuing employment.

5. New employees are required to submit to a fingerprint based background investigation which cost the new employee $56.25 and a drug screen which costs $36.50. Employment is contingent upon passing the background and the drug screen.

6. Carson City participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each applicant's Form I-9 to confirm work authorization.
