MajorDuties
As an Public Health Advisor you will: Plan, develop, and implement public health programs in collaboration with international governments, and various public, non-profit, and private and health-related organizations. Independently, or in collaboration with others, prepare reports and other substantive program documentation including technical documents on research findings, scientific methodologies, evaluation results, fact sheets, etc. Develop strategies for dissemination of information to professional groups, private and public sector organizations, health agencies, and the media through publications, correspondence, and presentations. Manage and oversee funding/budgets and a variety of grants, cooperative agreements, contracts, and other awards including initiation, administration, award, monitoring, evaluation, coordination, and close-out. Maintain a critical role with officials in formulating and implementing policy pertaining to the planning, management, and evaluation of a variety of grants, cooperative agreements, contracts, and other awards. Review and approve applications for grant assistance, proposed revisions, supplemental requests, and/or other changes. Formulate policies, plans, and programs to ensure fund expenditures. Assess activities to determine funding requirements, needs, and statutory and regulatory compliance. Recommend alternatives for accomplishing and meeting program objectives. Exercise approval authority for authorized expenditures and fund appropriations. Serve as the principal program representative and provides program expertise, guidance, and leadership on unusually difficult and complex programs. Provide comprehensive technical, administrative, and management advice and guidance on program activities that are extremely broad and diverse and are carried out by a large staff usually organized in multiple operating echelons. Formulate program strategies including goals, priorities, operating policies, and evaluation methods and approaches. Carry out long range planning and evaluation. Collect, compile, analyze, and/or synthesize an excessive amount of program data to prepare summaries and reports. Review congressional and legislative actions; assess impact on public health program activities, initiatives, and policies; and initiate action accordingly. When warranted, draft testimonies, policies, responses to inquiries, and/or financial statements for use in hearings and executives reviews, and to address concerns by grantees, contractors, and other concerned citizens. Represent the program or function on intra- and inter-agency task forces, committees, etc.

Minimum Qualifications: Applicants must have one year of specialized experience at or equivalent to the GS-12 grade level of in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience with public health program areas and administration, such as budgeting, fiscal planning, personnel management, program planning, and monitoring and evaluation. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
