Hours of Work: 4/10’s, 7 am-6 pm, M-Th

The ideal candidate will have at least 6 years of grants management and supervisory experience, as well as experience working within a local government or working for elected officials; will demonstrate excellent communication, interpersonal, and organizational skills and project management experience to oversee the execution many different types of projects, deadlines, and resources.

INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The candidate hired will be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation.
GENERAL PURPOSE
Under direction, plans, organizes, supervises and evaluates professional staff engaged in performing complex professional administrative, policy, legislative, governmental affairs and other analyses and initiatives in support of District, SNWA and Preserve strategies, programs, functions and activities; provides sound professional recommendations in formulating policy, procedure and legislative positions; represents the District/SNWA before the State legislature and its committees and with other governmental agencies, small systems and business and community groups; and performs related duties as assigned.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Advanced principles, practices and methods of administrative, organizational, legislative and policy analysis; public administration principles, policies and procedures; the legislative process, its steps and influence points; principles and practices of intergovernmental relations; District/SNWA functions, strategies, programs, policies and operations and related legislative, intergovernmental affairs and public policy issues and challenges; principles and practices of legislative drafting; federal, state and local laws, regulations and court decisions applicable to District/SNWA/Preserve programs, operations and policies; financial/ statistical/comparative analysis techniques and formulae; budget development and administration methodologies; the role and responsibilities of a public governing board including applicable public meeting and public records law; project planning and management methods and techniques; principles and practices of sound business communications; correct English usage, including spelling, grammar and punctuation; principles and practices of effective supervision; District human resources policies and labor contract provisions.
Ability to:
Plan, organize, supervise and integrate the activities of assigned staff; analyze complex and often sensitive administrative, operational, organizational, legislative and policy issues/problems, evaluate options and alternatives and reach sound conclusions; collect, analyze and interpret varied data from multiple sources; interpret and explain laws, regulations, policies and procedures; testify authoritatively before public bodies and represent the District/SNWA/Preserve effectively with legislative and governmental officials, community groups and committees, individual and corporate donors and business and professional organizations in a variety of public forums within limits of authority; prepare clear and concise reports, position papers, presentations and other written materials for a variety of technical and non-technical audiences often on short notice; prepare clear drafts of statutes, codes and other legislative documents consistent with the principles of legislative drafting; maintain accurate records and files; use word processing, graphics and database software applicable to carrying out assigned duties; coordinate multiple projects and meet critical deadlines; apply sound political and professional acumen and judgment, reach independent conclusions and recommend appropriate courses of action within established policy guidelines; establish and maintain effective working relationships with executives, managers, legislators, lobbyists, representatives of other governmental agencies, planning committees, business and community groups and individuals, Preserve donors, the public and others encountered in the course of the work.
Training and Experience:
A typical way of obtaining the knowledges, skills and abilities outlined above is graduation from a four-year college or university with major coursework in political science, communications, business or public administration or a closely related field; and six years of professional experience performing management and policy analysis, intergovernmental relations and similar program development responsibilities involving analysis and development of complex reports, presentations and other written materials; or an equivalent combination of training and experience. Experience in a government or public utility setting is highly desirable.
Nevada state and local intergovernmental affairs experience is preferred.
Licenses; Certificates; Special Requirements:
A valid Nevada driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy may be required for certain assignments.
