JOB SUMMARY

We are seeking a technical and analytical Proposal Manager to join our team! In this role, you will be responsible for supporting all aspects of the quotation and contracting phase of the project business cycle. This individual will need to create scenario-specific templates with sales and technical inputs and take ownership of the final proposal product that is delivered to the Client. This position will require supporting the business with a cross-functional team composed of Project Management, Sales, Engineering, Quality, Finance and Legal organizations to develop high-quality, value-based proposal offerings.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Write technical design and construction proposals in a comprehensive, organized, succinct, persuasive, and compliant style.
  • Edit documents for consistency, clarity, grammar, and syntax.
  • Analyze solicitation requirements and Request for Proposal specifications.
  • Collaborate cross-functionally to ensure effective transition from pre-award to post award.
  • Analyze contracts to ensure compliance with existing processes and contracts and to ensure compliance with customer requirements.
  • Review and understand North American union agreements to ensure accurate rates structures and compliance guidance are followed.
  • Support operations in defining appropriate contract commercial terms, including pricing, payment, warranty, and performance guarantees.
  • Develop high quality proposals, managing the bid review/approval process, and submittal of all documentation required by the bid process.
  • Work with Sales to lead overall negotiation of proposal and manage review and approval of all revisions to offering.
  • Confirm final contracts and review purchase orders for approval.

EDUCATION and EXPERIENCE

  • Experience: At least 4+ years of experience required.
  • Education: Bachelor’s Degree in Business, Finance, Communications, English, or Journalism preferred. A Master’s Degree is highly desirable.
  • Previous experience as a proposal writer highly desirable.
  • Experience with Ariba, Ivalua, Fieldglass, ISNet, Complyworks, and other quoting RFP/Prequalification systems preferred.

  • Proficiency in MS Excel, MS Word, MS PowerPoint, Adobe Acrobat, SalesForce.com and other electronic document systems is required.
  • Excellent use of verbal and written grammar with the ability to incorporate marketing and sales language.
  • Flexibility with hours to meet deadlines in emergent job situations.


  • Travel: Travel commensurate with project requirements to carry out responsibilities. Travel less than 10%.
