We are excited to be part of another significant redevelopment project. As part of JFK Millennium Partners (“JMP”), the preferred partner of Port Authority of New York and New Jersey, Vantage has been selected to design, build, finance, operate, and maintain Terminal 6 and 7 at John F. Kennedy (“JFK”) International Airport. For this project, Vantage has partnered with American Triple I (ATI), a 100% minority and woman owned investor and developer, and RXR Realty, a leading New York commercial real estate development firm, with AECOM Hunt as the design-build team. The project is to proceed in two phases of construction, with the first phase to include the development of the new Terminal 6 headhouse and departures area on a vacant site adjacent to the existing Terminal 7. Once that has been completed, JMP will demolish the existing Terminal 7 and construct an additional five gates, after which, JMP would then manage, operate and maintain the new facilities.

Job Summary

The Project Manager, MEP will report to the Deputy Director, Terminal Fit Out and be responsible for the oversight of the design, construction, and delivery of the JFK Terminal 6 project terminal Mechanical, Electrical, and Plumbing (MEP) fit out for the developer JMP. This role will require interactions and relationship development with key stakeholders including the Design Build team, Airlines, Regulatory Agencies, Utility Companies. Operations and Facilities staff and the Port Authority.

Responsibilities:
  • Reviewing and understanding Lease, Requirements and Provisions for Work (RPW), Project Definition Document (PDD), Basis of Design Document (BoDD) and contract documents related to the Mechanical, Electrical, Plumbing, Fire Protection and Fire Alarm (MEP/FP/FA)
  • Providing JMP input and oversight of the Design Builder for conformance to owner requirements to insure economical design, procurement, and construction for MEP, FP and FA. This includes:
    • Staying informed about the design, procurement and buyout of the Terminal Interior fit out MEP/FP/FA packages under the Design Builder
    • Participating in the review of the Terminal Interior fit out MEP/FP/FA contract documents for completeness, allowances, overlap with other scopes of work, general requirements or JMP scope to ensure proper budgeting and fiscal management
    • Overseeing JMP Terminal Interior fit out MEP/FP/FA scope changes to the Design Builder’s scope in coordination with the Senior Manager Design, Deputy Director Terminal fit out and Commercial Manager. This includes drafting scope changes, reviewing pricing and assessing potential schedule impacts as they relate to the work
    • Tracking costs against budget allocations and forecasting future costs related to the Terminal Interior fit out MEP/FP/FA, including tracking any back charges or reconciliation with Design Builder, Airlines or Assigned or Separate Contractors and keeping the Deputy Director Terminal Fit Out informed of such costs and budget status
    • Providing guidance, opinion, and perspective to the Deputy Director Terminal Fit Out on the design development to ensure scope is within the project budget and to identify opportunities for project or long-term operational savings
    • Tracking the performance and execution of Design Builder and JMP Contractors for the MEP/FP/FA scope against budget and schedule. Provide monthly reports to the Deputy Director Terminal Fit Out or as otherwise requested or agreed to
  • Reviewing and providing comments, as applicable, on submittals related to the Terminal Interior fit out MEP/FP/FA design including but not limited to; RFIs, Drawings, Specifications, Shop Drawings, and component submittals for compliance to contractual requirements. This includes:
    • Ensuring that designs are coordinated and in alignment between Base Building MEP/FP/FA Terminal fit out and other designs including but not limited to, different base building trades, Airline Tenants, Commercial fit out, OneJFK, Art and Feature Zones. This includes confirming shop drawings correctly capture tie in points between base building and others as it relates to MEP/FP/FA
    • Engaging other JMP project team members as needed to collect formal review comments on the MEP/FP/FA
    • Classifying comments from others as in scope and required by contract or as scope changes. This may include linking comments to contract requirements
    • Providing formal responses and comments to the Design Builder where appropriate
    • Tracking all MEP/FP/FA comments submitted formally to the Design Builder over the length of the project
    • Consulting with stakeholders on MEP/FP/FA, and MEP/FP/FA interface design reviews, and approvals prior to submission to the Design Builder unless otherwise agreed
    • Consulting and keeping the Senior Manager Design and ORAT informed of design changes and decisions to ensure compliance with design intent and ensure they align with operational intent
    • Ensuring that designs are coordinated and in alignment between Base Building MEP/FP/FA terminal fit out and other designs including but not limited to, different base building trades, Airline Tenants, Commercial fit out, OneJFK, Art and Feature Zones. This includes confirming shop drawings correctly capture tie in points between base building and others as it relates to MEP/FP/FA
  • Identifying, tracking, and participating in the timely and efficient resolution of design and construction coordination issues between the MEP/FP/FA and any other element of the building with the individual(s) accountable and Design Builder to avoid delays and keep work progressing
  • Keeping the Deputy Director Terminal Fit Out informed on the construction status of the MEP/FP/FA and any interfaces of that scope with others
  • Accountable for oversight of MEP/FP/FA construction. The Project Manager MEP is expected, during the construction of the MEP/FP/FA to be actively involved and frequently personally inspect the system as constructed. The Project Manager MEP may engage other JMP team members for inspections and status checks, as required
  • Managing 3rd party consultants that may be hired by the JMP from time to time to provide expertise on MEP/FP/FA. Management may include deciding where to engage a 3rd party consultant on the project, overseeing the development or extension of a 3rd party consultant contracts in conjunction with the, tracking hours of involvement and cost against those contracts
  • Developing key strategic relationships with Contractors, Subcontractors and Terminal Stakeholders, as it relates to the above scope of work
  • Supporting the Deputy Director Terminal Fit Out in addressing formal correspondence, including drafting correspondent responses as required and related to the MEP and Specialty System scopes
  • Reinforcing a culture of safety amongst the team for our JMP initiatives, in support of our contractors and in aid of the Design-Builder
  • Working closely, and communicate with the Design Builder, JMP Team and MEP/FP/FA subcontractors for the testing, commissioning, and operational transition activities, including live trials, development of operational contingency plans, familiarization, and training activities as they related to schedule. Facilitate the sign-off and acceptance of the MEP/FP/FA system with the Design Builder
  • Participating in deficiency and punch list inspections of MEP/FP/FA and related systems with the subcontractors and Design Builder as required and requested by the QA/QC Manager; record defects and assess the value of work to be corrected and assign to the responsible party. Communicate known deficiencies to the QA/QC Manager and strategize with that individual on solutions. Keep the Manager ORAT appraised of any deficiencies that may impact ORAT activities
  • Aiding the Senior Manager Design and ORAT, Manager ORAT and Asset Manager as required, from time to time, with deciphering the finer details of the MEP/FP/FA by providing information about the systems. This may include providing input on operational plans, transitional activities, and trials. It may also include reviewing stakeholder presentations for technical accuracy
  • Informing the Deputy Director Terminal Fit out where acceptance of the terminal interior fit out MEP/FP/FA can be provided to the Design Builder
  • Other duties and responsibilities commensurate with the position may be assigned by the Deputy Director Terminal Fit out.

Education and qualifications
  • A bachelor’s degree in engineering, technology or related trade certificate is required
  • A PE designation is an asset
  • At least 7-years related work experience
  • Working knowledge of Microsoft Office (Word, Excel, Outlook)
  • Working knowledge of Bluebeam Revu, Autodesk AutoCad and/or Autodesk Revit is an asset
  • Experience managing junior team members
  • Experience working in both an office and field environment is an asset
  • Track record of success in supporting senior leadership
  • Ability to collaborate with all levels of the organization and key internal and external stakeholders
  • Organization and planning skills crucial for multi-tasking while prioritizing and executing tasks
  • Ability to diffuse and manage situations in high pressure situations
  • Strong problem-solving skills to independently work with clients, vendors, staff, and other stakeholders
