Project Controls Manager

Location: Deer Park

Manages and oversees project controls for construction projects. Responsible for project planning and scheduling, cost estimating and monitoring, and quality review. Manages project controls personnel.


  • Safety is a priority; employee must understand construction risks and bring them to the attention of their supervisor.
  • Proven cost engineering experience with complex, multi-million-dollar construction projects in the midstream or downstream sector.
  • Ability to prepare detailed computer generated cost reports, charts and diagrams; Provides analysis and review of cost/budget expenditure and maintains cost control reports; Promptly reports anticipated cost overages or other unsatisfactory cost elements.
  • Review and analyze sub-contractor invoices. Prepares job costing reports to allocate these expenditures against the appropriate WBS numbers. Ensure that both commitments and expenditures follow the same allocation methodology.
  • Perform cost-to-complete analysis for all cost elements within a project taking into consideration staffing plans, contract commitments, and expenditures to date, change orders and trends.
  • Attend PSR project meetings to provide Project Management with current financial information and trend log regarding potential impacts to project budget or forecast.
  • Provide progress reporting documents and briefing materials as required. Develop creative reporting tools to communicate complex project sequencing and/or progress assessments.
  • Analyze change order values against current budget and prepare reconciliations to include in the current forecast at completion.
  • Produce cash flow curves
  • Produce staffing plans and manpower histograms
  • Variance logs, change order logs
  • Demonstrated experience managing and reporting the cost components of large-scale, complex projects.
  • Experience with T&M and Lump Sum contracts.
  • Proficient with earned value concepts and forecasting.
  • Experience in producing monthly accruals.
  • Change order management & claim preparation.
  • Independently lead the effort to develop and analyze intermediate and complex project schedules using Primavera Project Planner (P6).
  • Able to plan, schedule, integrate, baseline, update, maintain, and analyze project schedules with minimal supervision.
  • Support bid schedule development
  • Familiar with AACE guidelines
  • Application of earned value concepts
  • Develop and implement project schedule status reports for the project management team.
  • Experience in downstream construction work, specifically civil, structural steel, mechanical, and E&I.
  • Ability to develop fully integrated P6 schedules (including resource loading and leveling) that utilize critical path methodology based on work scope from the work packages and planners work list.
  • Use sound techniques and best practices to update progress, acquire information, baseline
    schedules, maintain schedules, and support project teams on a routine basis.
  • Ensure all logic and activities support the level of detail required by the customer and meet internal department standards and guidance.
  • Provide periodic summary level status reports as requested.
  • Recommend and develop what if schedules such as compressed or crashed schedules, etc., as required to address problems that arise over the course of a project and incorporate the necessary activity and logic changes into the schedule to provide minimum impact to the schedule.
  • Perform other duties as requested.


Job Requirements

  • Must have 10+ years’ experience in Project Controls
  • Must be self-motivated, a good communicator, and team focused individual able to competently perform current scheduling techniques and analyses on all project aspects.
  • The candidate must be able to interface with project execution teams, suppliers, and subcontractors, and owners.
  • Must be able to work under pressure.
  • Proficient with MS office suite software - Word, Excel, PowerPoint, and Outlook. Knowledge of Viewpoint preferred.
  • Must be able to work individually and in a team.


Technical Knowledge and Skills

  • Bachelor’s degree in a related technical field such as Engineering, Construction Management, or an Associate degree in a related technical field and /or equivalent.


Physical Requirements

  • Ability to perform repetitive movements.
  • Ability to use hands to grasp.
  • Ability to stand (for extended periods of time), walk, stoop, kneel, squat, crawl, and twist.
  • Ability to sit and balance.
  • Ability to work up to a 12-hour shift
  • Vision adequate to perform all required tasks.
