SpecPro Management Services, LLC. (SMS) is seeking a Program Support Specialist who will provide direct support and assistance to the Ombudsman in the Office of Acquisition and Assistance. The position provides administrative support in the planning, implementation and evaluation/oversight of activities and events related to the planning and execution of the duties assigned to the M/OAA Ombudsman.

The duties shall include, but not be limited to:
  • Data collection and management from various sources and Data Analysis
  • Calendar Management and Administration and Managing meeting arrangements
  • Assessing administrative needs of the office – ensuring documents and spreadsheets are available to support various projects
  • Develop surveys using a Google Survey Template
  • Maintaining the integrity and security of personnel data contained in personnel data records
  • Assisting in the creation and preparation of presentations in PowerPoint or Memorandum (Word) formats
  • Coordinating the timely preparation of meeting notes and timely, organized follow-up of actions from each meeting
  • Preparing, tracking and reviewing correspondence – such as memorandums, meeting notes, ServiceNow requests and requests from other USAID Bureau’s or offices – ensuring that messages get routed to the right person or office
  • Participating in high level meetings with anticipation of presenting relevant findings from data analysis
  • Conducting various research projects as assigned dealing with various office and agency issues. This could entail researching USAID’s Automated Directives System (ADS), Federal Acquisition Regulations (FAR), USAID Acquisition Regulations (USAIDAR) and other relevant resources necessary to gather project-relevant information
  • Reviewing contracts/proposals and ensure compliance to policy guidance such as the FAR (Federal Acquisition Regulations).
  • Researching award information and identify any contradictions or discrepancies.
  • Ensuring that partners are complying with any Federal regulations and that any issues presented to the Ombudsman adheres to Policy guidelines. Review relevant policies and draft a response based on those to the partner for review by the Ombudsman.
  • Reviewing language for performance evaluations and ensuring that they align with Agency expectations as defined in the FAR or ADS as appropriate
  • Assist with developing training modules for USAID employees which will be based on the identification of trends reported by partners
Education and Experience:
  • Bachelor's degree required with at least one year of relevant work experience.
  • Federal Acquisition Regulations (FAR) Experience
  • Have work experience within the federal government
Skills:
  • Strong organizational skills (filing, tracking information, follow-up)
  • Self-motivated and outgoing
  • Understanding of/experience with Government procurement
  • Detail oriented
Desired experience:
  • Familiarity with ServiceNow
  • Familiarity/Experience with USAID and their policy guidelines – USAIDAR, ADS, etc.
