Overview

Under the general direction of the Department Administrator, Psychosocial Oncology and Palliative Care (POPC), or designee, the Program Manager, Quality & Metrics works to ensure the Department has effective measures and systems to evaluate its activities and support high quality care. The Program Manager will lead and manage a portfolio of projects focused on the following: metrics development, analytics, and presentation; quality improvement; and other initiatives relevant to the Department’s success. Projects may include operations improvement, and DFCI strategic initiatives involving its partner institutions as well as local Institute-specific efforts. The Program Manager acts as POPC’s primary liaison with DFCI’s Clinical Operations & Business Analytics group (COBA) and other DFCI and Brigham and Women’s Hospital (BWH) data departments.

Responsibilities

PRIMARY DUTIES AND RESPONSIBILITIES:
Provide project management for measurement- and quality-related POPC initiatives. Create project artifacts, including project charters, plans, implementation steps, success metrics, timelines, resource needs, and identify potential obstacles for each project. Utilize standard project management tools and summary documents to track and communicate status of projects.
Lead quality and improvement efforts to promote safe, effective and efficient patient-centered care. This includes leading metrics development and implementation for various programs as well as high-level interdisciplinary and inter-institutional strategic initiatives.
Communicate to the POPC department through updates and/or presentations at various departmental meetings.
Assist leadership in identifying key projects that will provide the maximum benefit in improving quality, outcomes, and efficiency.
Create and lead project-related teams and workgroups, initiate and lead meetings, develop project plans and schedules, and track completion status to ensure project success.
Monitor, evaluate and report on the progress of projects. Anticipate, identify, and resolve issues, communicating project risks and recommendations to senior leadership to inform decision making.
Prepare and present data, analyses, and updates to senior leadership and key stakeholders within and outside of the department as requested.
Manage quality and process improvement projects using project management best practices to implement change.
Be the primary liaison for the POPC department with COBA POPC Lead (enterprise business intelligence and analytics) to strategize, coordinate and prioritize analytic projects.
Anticipate, identify, manage, mitigate, and proactively resolve program specific risks related to analytics initiative with COBA.
Work with the COBA Lead and assist in understanding clinical workflows that are aligned with measures that will be leading to a data driven culture / learning health system.
Analyze and compile data into clear and effective presentation and reporting formats. Prepare presentation materials for Department Leaders as needed.
Serve as the Department point-of-contact for metrics-related work.
Champion the use of analytics and data driven strategies across POPC to ensure improvement of care delivery and patient experience.
Partner with Quality Department, Health Systems Improvement and Patient Reported Data teams for improvement initiatives.
Perform other related duties as required.

Qualifications

MINIMUM JOB QUALIFICATIONS:
Bachelor’s degree required; master's degree preferred.
Minimum 4 years’ experience in Healthcare Administration and/or Quality preferably in a related project/program management position.
Experience with health information technology, especially electronic health records (Epic), and health care-related data strongly preferred.
Demonstrated Project Management and Process Improvement skills and experience required.

Knowledge, Skills and Abilities Required:
Comfortable with data mining, analysis and interpretation using Excel. Proven skills with pivot tables and other Excel functionality.
Knowledge of change management and improvement methodologies.
Excellent organizational skills with a strong focus on managing details.
Strong analytical and critical thinking skills.
Systems thinking skills, big picture view, and ability to operationalize strategy is highly desirable.
Proven project management skills.
Exceptional written and oral communication abilities.
Ability to focus on multiple projects and establish priorities as necessary.
Requires ability to work effectively with clinical, operational, and IT staff.
Initiative and ability to be self-directed, while thriving in a setting requiring collaboration and teamwork for maximal efficiency and effectiveness.
Ability to effectively respond to time-sensitive issues and meet deadlines.
Ability to anticipate, quickly address and make correct decisions in a fast-paced, dynamic environment.
Ability to collaborate, build relationships, and work with individuals at all levels in a matrix-management environment.
Excellent Microsoft Excel and PowerPoint skills required. Experience working in a health care setting strongly preferred.
