Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position
is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

Responsibilities:
Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and, Naval Surface Warfare Center (NSWCPD) and their missions’ to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. Currently we are looking to hire a Program Analyst.

The Program Analyst will directly support US Navy programs with analysis and oversight of programs/projects to facilitate decision making and improve efficiency.
  • Responsible for programmatic tasks including the development, maintenance and administration of program management tools utilized for scheduling, budgeting, resource management and project status.
  • Determine requirements, identify interdependencies in data or processes, and coordinate to inputs, outputs and/or recommendations.
  • Develop and disseminate communications for program related tasks and activities and answers questions for stakeholders
  • Coordinate program management tasks and projects including the creation/maintenance of Plans of Action & Milestones (POA&Ms), and financial tracking/reporting utilizing data from Enterprise Resource Planning (ERP) system.
  • Create customized financial packages for program managers, task leads, and others.
  • Provide financial support including funding analysis, creation of program and task metrics/graphs, monthly expenditure charts and cost variance charts.

While there will be an opportunity for a hybrid work schedule, candidates will have to be local to be able to visit clients on site.Strong interpersonal skills needed to coordinate with multiple Program Managers along with multiple on-site customers.

  • Analytical skills and ability to review and analyze budgets and reconcile issues and discrepancies
  • Strong written and oral communication skills to including development, and editing of presentation materials
  • MS Office Suite including MS Project and Access
  • Organized and detail oriented with the ability to multi-task
  • Proactive, "Can do: attitude
  • DoD Secret Clearance is desired and the ability to obtain one is required
Education / Experience:
  • Bachelor’s Degree required or equivalent work experience.
  • At least three (3) years of work experience in the following areas required:

Preferred Qualifications:
  • NMCI & NNPI experience a plus
  • VTC experience a plus
  • CITIS experience a plus
  • Courier Card holder a plus
  • Experience with Navy/DoD programs is a plus, but not required
