PURPOSE OF CLASSIFICATION

Identifies and pursues grant opportunities, prepares grant packages for presentation to the Board of Commissioners, and develops and maintains community partnerships for grant projects to increase alternative revenue sources for Fulton Juvenile courts.

Identifies grant opportunities. Develops or assists in developing grant proposals and grant applications. Interprets, tracks, manages, and reports all aspects of a program’s grant-funded budgets. Submits timely and accurate reports for all existing grant funded projects. Provides lead direction to assigned staff as required, including establishing workloads, prioritizing work assignments, monitoring employee performance, interpreting policies and procedures, and resolving staff issues. Represents assigned executives and department in meetings and presentations and serves on committees as required.

Coordinates meetings and special projects as assigned. Interprets and communicates administrative and departmental rules, regulations, policies and procedures. Meets with representatives of the public to resolve complex County matters. Drafts reports for assigned executives and for individual members of the Board of Commissioners. Creates, composes, edits, prepares, and distributes various forms of correspondence. Schedules and maintains the calendar of appointments for assigned executives. Assists executives with administrative requests from the County workforce. Answers phones and handles priority calls for executive's office.

Knowledge, Skills, and Abilities:

Requires knowledge of Principles and practices of business and/or public administration. Principles and practices of grants development and administration. Principles and practices of governmental purchasing. Principles and practices of contract administration. Theories and principles of financial management related to expending public funds. Techniques used to conduct analytical research. Grant sources and preparation procedures. Data presentation techniques. Laws, rules, and regulations governing grant requirements. General office practices, procedures, equipment, and technology.

Requires skill in Analyzing programs and proposals. Conducting research and preparing analytical reports. Delivering high quality, customer-focused service. Gathering market information for product/service availability. Developing and writing grants. Developing and delivering effective presentations. Planning and forecasting strategic short- and long-term goals. Using spreadsheet, database, word processing, presentation, and other software. Building sustainable working relationships with other County personnel, officials, and the public. Communicating effectively with coworkers, supervisor, and the public. Generating enthusiasm and support for program objectives.

Education and Experience: Bachelor's degree in accounting, business or public administration, or related field and three or more years of experience in grant writing and procurement; or an equivalent combination of education and experience.

Licensing Requirements: May require a valid Georgia driver’s license or proof of mobility equivalent.

Physical Requirements: Work is typically performed in an office-like environment. May work in high conflict situations and with difficult, sometimes dangerous parties. Positions in this class typically require sitting, standing, stooping, kneeling, crouching, reaching, mobility, fingering, grasping, talking, hearing, seeing, and repetitive physical motions. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
