This position is located in Oak Ridge, Tennessee.

Overview:

We are seeking a Procurement Officer who will focus on Ariba vendor registrations, customer service for vendor registrations both internally and with vendors. This position resides in the BSD Group in the Contracts Compliance at Oak Ridge National Laboratory (ORNL).


Major Duties/Responsibilities:

Closeout:

  • Ensures subcontracts are closed out in accordance with ORNL and Government requirements.
  • Analyzing and interpreted subcontract documentation and invoice data to ensure closeout documentation and packages are completed in compliance with DCMA/DCAA, FAR, ORNL, and contractual terms and conditions and audit requirements.
  • Responsible for audit of subcontract files to ensure accuracy and completeness which includes preparing closeout documents for closeout.
  • Work closely with other closeout specialist to ensure cross-functional team efficiency.
  • Daily interaction to coordinate cancelling funds, final patent, property closeout, security closeout, and other actions.
  • Must understand departmental goals and track personal closeout statistics to assist in achieving stated goals.
  • Must be able to work multiple projects simultaneously with the ability to adjust quickly to emerging priorities on short notice.

Supplier Enablement:

  • Registers vendors in the Ariba system and ensures their registrations are in compliance with all required Government policies/procedures.
  • Coordinate the configuration of the procurement module in SAP Ariba and establish/maintain business rules for the Ariba system consistent with ORNL Contracts Procurement practices and company level procedures.
  • Lead department training program for all Buyers, Managers, Strategic Sourcing Specialist, Analyst and Support staff for vendor management topics.
  • Responsible for assisting to maintain and develop internal and external ORNL Contracts Division Websites.
  • Document and update contract requirements based of internal IOPs/procedures
  • Meet in person/on calls with internal and/or external stakeholders to facilitate team and business priorities and opportunities for improvement
  • Collaborate, troubleshoot, connect, and liaise between Suppliers and ORNLs Ariba Administrator


Basic Qualifications:

  • A Bachelor's degree in Legal, Business, Supply Chain, etc, or a related discipline and 0-1 years of related experience.
  • Must be customer service oriented with the ability to communicate effectively with a diverse laboratory population.
  • Must have excellent communication skills, written and oral, and must be able to deal effectively with a variety of individuals at all levels.
  • Must have high level of organization and computer skills, working knowledge of PC, Microsoft Office (Word, PowerPoint and Excel, Adobe Acrobat).
  • Must have excellent time management, written and verbal skills


Preferred Qualifications:

  • Ariba, SAP, FAR
  • General troubleshooting experience
  • Excellent written and oral communication skills
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs
