Job Title: Procurement Officer

Position Summary: As a key team member, this position models the organization’s core values and mission in all interactions with the public and co-workers in the performance of complex administrative and compliance work for the acquisition of services, goods and products for the organization; develops procurement policies for consideration by the City Manager; and provides emergency procurement management.
Supervision Exercised and Received: Position works under the direct supervison of the Deputy Finance Director. This position may lead or supervise procurement support staff.

Essential Job Functions:
Procurement

  • Develops or directs the development of formal and informal bids and RFP/RFQ processes and coordinates compliance with legal standards.
  • Manages communications with and between prospective bidders, vendors and departmental customers.
  • Organizes in the solicitation, evaluation and award of bids and contracts and assists in performing price, cost and qualifications analyses.
  • Oversees preparation or negotiation of contracts and awards. Oversees the preparation of proposed City Council resolutions for all public contracting activities.
  • Plans, develops, and implement innovative strategies for value-based enterprise-wide procurement requirements.
  • Ensures that requisitions, purchase orders, forms and other bid and proposal documents are in conformance with public contract laws and city policy. Ensures that procurement systems and processes conducted by departments meet legal standards.
  • Plans, organizes, controls, integrates and evaluates the work of the assigned staff, where applicable through the intermediate managers.
  • Reviews and approves purchase orders in compliance with City’s procurement policies.
  • Resolves vendor or contractor grievances or claims against the City.
  • Establishes and maintains effective communications and relationships with individual and groups at all levels within and outside of the City in relation to duties.
  • Serves on various City task forces and special purpose committees and represents the procurement activities with selected external groups and organizations. Is active in appropriate professional groups and organizations.
  • Serves as a key support staff in supporting the city’s disaster recovery plan.
  • Responds as an emergency procurement officer in the activation of emergency declaration, including serving on emergency procurement team of the Pitkin County emergency operations center.
  • Leads and advises project managers in the selection of appropriate procurement methods and strategies.
  • Ensures compliance of contractual requirements. May assist in negotiating terms and conditions; may negotiate with vendors of behalf of client departments.
  • Develops, reviews and executes various contract documents, e.g., facilities and rental agreements, construction, maintenance, professional services, and contracts with other local, state, and federal agencies.
  • Maintains policies, standards, procedures and record-keeping requirements for all areas of responsibility; performance quality measures; evaluates and proposes new procurement programs and processes that will improve cost, quality, and customer responsiveness; establishes and enforces internal controls and procedures to ensure purchasing activities are conducted in compliance with all city policies and other legal requirements.
  • Develops and conducts training classes for city departments in purchasing and contracting policies and procedures.
  • Collaborates with broader finance team to ensure requisition tracking accuracy. Understands and assists in the maintenance of automated systems, online governmental contract bid systems, and the ERP system which includes purchase orders and requisitions.

Minimum Qualifications:
Education: A bachelor’s degree in a relevant field including accounting, business, pre-law, economics, public administration, political science, or a related field of study.
Experience: Three years of professional level office or project management/administration experience.
Technical Knowledge: Must be proficient in the following areas: Microsoft Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web based platforms.

  • Proficient in financial functions in Oracle Cloud ERP or ability to become proficient within first three (3) months.

Licenses & Certifications:
Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

Preferred Candidate: Has a Master’s degree in public administration or law, professional certification, or the ability to obtain certification, from the National Institute of Governmental Purchasing (NIGP) as a Certified Public Purchasing Officer (CPPO), or as a Certified Purchasing Manager (CPM).
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
Position Type and Work Hours:

  • Regular full time, hours may vary with workload.
  • Evenings/Weekends may be required depending on department needs and special projects.
