CAREER DESCRIPTION

PROCUREMENT BUYER

Salary may be negotiable within the range listed above, based on experience, position requirements and successful candidate's qualifications, subject to appropriate authorization.
OPEN TO THE PUBLIC

This recruitment will establish an open eligible list that may be used to fill current and future Procurement Buyer positions within the County of Orange. Also, this recruitment may be used to fill positions in similar and/or lower classifications.
DEADLINE TO APPLY

THE OPPORTUNITY

The Procurement Buyer will be responsible for procurement assignments for County departments. Within their role, the Procurement Buyer must follow County policies for conducting solicitations, negotiating contracts, contract management/administration, and obtaining the appropriate levels of approval from County Counsel, Risk Management, and the Orange County Board of Supervisors, as required. This position performs procurement g assignments, selects the appropriate solicitation method and prepares document, i.e., Invitation for Bid (IFB), Request for Qualifications (RFQ), Request for Information (RFI), or Request for Proposal (RFP). The Procurement Buyer will also be responsible for the following duties and responsibilities including but not limited to:
  • Review bids for compliance, price, and acceptability of items for specifications and quality
  • Determine vendor from whom purchases will be made and issues contract
  • Negotiates and executes contracts for which competitive bidding is not required/appropriate
  • Determines appropriate sources of supply
  • Processes P-Card and Travel Card purchases
  • Writes final contracts and obtains any necessary department reviews and approvals
  • Obtains any necessary reviews by Risk Management or County Counsel
  • Reviews standing contracts for time frames, re-bids, and recommends renewal or extension
  • Negotiates terms and conditions with vendors
  • Obtains required insurance, bonds, and applicable endorsements
  • Contract Management and Contract Administration

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The ideal candidate will possess two (2) or more years of experience working with contracts and/or procurement policies and practices. Experience may be substituted with education. Additionally, the ideal candidate will possess extensive professional work experience and/or knowledge in the following competencies:

General Knowledge of:
  • Theory and practices of procurement, particularly ethics, and standards of procurement practices, bid preparation, solicitation of specifications, award and evaluation, and quality control and competitive bidding
  • Techniques for establishing sources of supply, product, and vendor information
  • Data collection for establishing vendor profiles
  • Researching existing sources of contracts (i.e., Cooperative Agreements)
  • Electronic data processing system equipment and procedures
  • Government or corporate credit card programs
  • English usage, spelling, grammar, and punctuation

Some Knowledge of:
  • General law of contracts and Government Codes
  • Office procedures, accounting and budgetary controls, statistical analysis, and market research techniques

Ability to:
  • Become a certified Deputy Purchasing Agent (DPA) within 3 months of employment
  • Adhere to procurement policies and procedures and quality control practices
  • Communicate and interact with the public and County personnel at all organizational levels and occasionally function in stressful situations requiring negotiations, act as liaison to advise and/or resolve differences between departments, procurement and/or vendors
  • Negotiate with vendors to correct or mitigate non-compliance of contracts
  • Collect, interpret, and evaluate data, validate conclusions, define and select alternatives, plan, coordinate and initiate action necessary to implement recommendations or decisions
  • Prepare and present written or oral reports
  • Develop and maintain complete documentation on procurement transactions
  • Add, subtract, multiply and divide, use common units of measure and make calculations such as interest, discount, shipping charges, etc.
  • Initiate, plan, and complete work assignments with a moderate amount of direction and control

License and Certification
A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Deputized as a Deputy Purchasing Agent within 12 months of employment.

RECRUITMENT PROCESS

Online Assessment (Refer/Non-Refer - Weighted 100%)
Candidates who closely match the ideal candidate profile based on the bulletin requirements will be invited to participate in an online assessment. Candidates will be notified of their test date and access code, if applicable. The most successful candidates will be placed on an eligible list.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure. Completion of a background investigation to the satisfaction of the County may be required for some assignments.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
