POSITION PURPOSE AND EXAMPLES OF WORK:

POSITION PURPOSE: To provide timely, efficient, and professional service of a variety of legal papers to individuals, businesses, and governmental agencies.

MAJOR TASK STATEMENTS AND REPRESENTATIVE ACTIVITIES

Management reserves the right to amend and change responsibilities, work shift/schedule, facility, or department to meet business and organizational needs as necessary, including but not limited to the re-assignment of employees and positions, elimination of positions, and opening, moving, or closing of facilities and units.)

60% - Serve legal papers on persons and businesses located in Jackson County; post or serve eviction notices.

      • Serve summonses, writs, court orders, orders of protection, summons of garnishment and various other documents on individuals, corporate officers, business owners and others by traveling in personal vehicle within county.
      • May post or serve eviction notices as necessary.
      • Review documents daily for timely service and determine daily route to travel efficiently.
      • Exercise precautions for personal safety on all service and may utilize self-defense equipment, which may include oleoresin capsicum (OC/pepper spray) and a Court issued firearm, depending on department.
20% - Complete documentation and records regarding service, attempted service, revisions, etc.
      • Complete service return forms to accurately record date and time of service, attempted service, revisions to service, significant occurrences, etc.
      • Ensure statutory requirements of service of process are adhered to.
      • Return non-est documents to supervisor.
15% - Contact respondents and attorneys in regard to time of service, addresses, appropriate person to serve, etc.
      • Contact plaintiff attorneys to determine accurate address, appropriate individual to serve, and problems with service.
      • Contact individuals to advise of service and determine best time and location, if necessary.
      • Question individuals to determine best accessibility to individuals to be served.
      • Contact law enforcement personnel to be present at time of service, if necessary.
      • Answer respondents’ and defendants’ inquiries regarding service or court procedures within established guidelines
      • Perform related duties as directed or required.
5% - Attend training and meetings; serve on Court or Department committees as directed.
      • Attend staff meetings, self-defense and other work related training.
      • Perform related work as required.

EXEMPTION STATUS : Non-exempt.

SERVICE RESPONSIBILITY :
    Internal: Minimal requirement. External: Serves court documents and answers inquiries regarding service and court procedures.

SUPERVISION OF : None.

SUPERVISION BY: Director, Assistant Director and Supervisor, Civil Process Deputies and Process Servers at Circuit Court; Coordinator, Support Unit at Family Court. Provide general supervision.

PRIMARY EQUIPMENT, TOOLS, MATERIALS USED: Personal vehicle; smart phone; calendar & clock or watch; various court and legal documents; Circuit Court: must carry Court issued, concealed firearm, protective body armor, oleoresin capsicum (OC/pepper spray) and other self-defense equipment.

MINIMUM EDUCATION AND EXPERIENCE:

(Education above the minimum stated may be substituted on a year for year basis for the required general experience; experience above the minimum stated may be substituted on a year for year basis for the required education.)

    EDUCATION: High School graduate or equivalent.

    EXPERIENCE: One year work experience in law enforcement, service of process, or other related fields.


SPECIAL REQUIREMENTS :
      • Must have valid drivers’ license from state of residence.
      • If driving non-court vehicle for court business, must have current auto liability insurance and properly licensed vehicle.
      • Must be able to provide proof of the above.
      • All applicants for this position are subject to testing for illegal drug use prior to appointment.
      • Employees in this position are subject to random and reasonable suspicion testing for illegal drug use.
      • Must submit to and pass criminal background check as prescribed by Courts.
      • Required to successfully obtain firearm authorization, successfully complete court approved firearm qualification program, and wear protective body armor.

KNOWLEDGE, SKILLS AND ABILITIES : (This job description does not include specific physical requirements necessary to perform the job, such as, carrying, standing and lifting. Such requirements vary from position to position and may be determined by the appointing authority.)
      • Knowledge of Court procedures, legal documents, laws and legal factors pertaining to civil law.
      • Some knowledge of county areas and streets.
      • Ability to work flexible and non-traditional hours.
      • Ability to access buildings, businesses and residences, including significant walking, standing and climbing stairs.
      • Ability to lawfully operate a vehicle and in a safe and prudent manner.
      • Ability to establish and maintain effective working relationships with others.
      • Ability to communicate concisely and effectively, both orally and in writing.
      • Ability to relate in a professional fashion to individuals from a variety of cultural, economic and ethnic backgrounds.
      • Ability to understand and follow oral and written instructions.
      • Ability to make sound decisions in accordance with laws, regulations and departmental policies and procedures.
      • Ability to read local maps.
      • Basic computer skills to include operation of a smart phone.

· Occasionally respond quickly with physical force utilizing firearm and/or defensive tactics training, and or equipment to defend oneself or others against a violent individual and/or animal.
· Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Visual acuity must be sufficient to safely operate a motor vehicle and pass and maintain required firearms safety qualifications.
· Must have sufficient hearing to respond to a variety of auditory stimulus from telephonic, police radio, inter-personal communication, commands, etcetera.
· Must have the cognitive ability to remain calm and make decisions under stress that are within the legal standards and department policies when dealing with individuals from different cultures, who may be emotionally distraught, or situations that quickly become violent.
