Policy Analyst

DDTC is responsible for the regulation of defense trade through the Arms Export Control Act (AECA) and its implementing regulations, the International Traffic in Arms Regulations (ITAR). DDTC regulates temporary and permanent exports and the temporary import of defense articles, defense services, and technical data involving items on the United States Munitions List (USML). DDTC regulates the brokering of defense articles, defense services, and technical data. DDTC maintains the registration of manufacturers, exporters and brokers and issues export authorizations. DDTC administers the commodity jurisdiction process, a formal USG decision process to determine which specific items are controlled by the USML or by the Department of Commerce’s Export Administration Regulations. DDTC ensures compliance with the ITAR and AECA through its support of criminal enforcement actions undertaken by the Department of Justice, civil enforcement actions initiated in-house, disclosure program through which companies are encouraged to report violations they have discovered, and pre- and post-license checks to confirm that goods are being shipped as authorized by the export license.

Duties:

  • Development and implementation of defense trade policy initiatives.
  • Coordination and resolution of policy issues raised in the export licensing process (e.g., sanctions waivers, exports to China).
  • Liaison with the Department of Defense and other State Bureaus on broad-based policies that impact defense trade. assists in development of defense trade policy and revisions to the International Traffic in Arms Regulations (ITAR).
  • Assist with an expanding workload concerning policy and defense trade regulations to include among other duties developing regulatory changes consistent with the
  • Administration’s Export Control Reform Initiative and other regulatory reforms as directed and support implementation of the Defense Trade Cooperation Treaties.
  • Develops and implements policies and regulations pertaining generally to defense trade and specifically to the ITAR as Directed by the Policy Division Chief.
  • Drafts, disseminates and otherwise assists in the publication of regulatory changes and reviews.
  • Addresses requests by industry and the interagency in promulgating new regulations.
  • Prepares sensitive, time urgent, highly controversial regulatory changes and assists in the development of defense trade policy subject to Congressional, media and public scrutiny.
  • Undertakes special projects involving matters such as resolving contentious policy issues, preparing special reports to Congress on policy issues or revisions to the United States Munitions List, and analyzing and recommending responses to inquiries from the public, other agencies, and Congressional offices and committees.
  • Mastery of the issues, principles, and regulations associated with the regulation of commercial exports of defense articles, defense services, and related technical data in order to develop and implement defense trade policy and regulatory changes.
  • Mastery of the ITAR.
  • Mastery of the Department of State and other USG agencies’ role in formulation and support of USG policy in order to ensure necessary and appropriate policy and regulatory changes are developed and implemented appropriately. Ability to communicate orally and in writing in order to prepare persuasive and concise papers, make presentations to senior Department officials and officials in other agencies, and coordinate a variety of activities both within and outside the Department.
  • Works under the functional supervision of the Policy Division Chief who provides direction for broadly defined goals and missions.

Experience:

  • Bachelor’s Degree or combination of post- high school education and experience with a minimum of five (5) years of relevant experience.
  • State Department experience preferred.
  • The incumbent must have a minimum Secret security clearance.
  • Uses own judgment and initiative in the development or adaptation of defense trade policies and procedures and in conducting daily operations.
  • Plans and carries out projects independently, devising/modifying approach and method keeping the Division Chief informed of progress, problems and matters with policy implications.
  • Must have working knowledge of Microsoft Office Suite programs including Word, PowerPoint, Excel and Access.
  • Must be able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, scanners, printers, and computers.
  • May be required to travel within CONUS and/or OCONUS.
  • Performs other administrative and or escort duties as assigned.
  • The incumbent must have a minimum Top Secret (SCI Eligible) security clearance.

Job Type: Full-time

Pay: $170,000.00 - $175,000.00 per year
