Summary:

Island Creek Associates, a professional services firm, is currently seeking a Program Analyst to support Operations at PMA 261, Patuxent River, MD.


Duties/Responsibilities:

  • Applies analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget and schedules.
  • Performs management, technical, or business case analyses.
  • Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.
  • Tracks program/project status and schedules.
  • Applies government-instituted processes for documentation, change control management and data management
  • Provide configuration management support gathering and organizing a high-volume of briefs, meetings and actions items.
  • Manage correspondence between external stakeholders, PEO(A) and the Program Manager, In-Service managers, and CH-53K managers.
  • Manage multiple calendars and SharePoint organization for the PMA and Operations department
  • Attend meetings and take notes/action items for meetings.
  • Provide meeting support both in the program office and out of the program office: Scheduling, organizing, understanding the requirements and note taking.
  • Monitor, track and control data calls between external stakeholders, PEO(A) and the PMA using an electronic tracking system.
  • Monitor the PMA’s schedule to include delivery milestones, effort deadlines, and critical path activities. Monitor the schedule to identify critical path changes to the baseline and implementation into data calls.
  • Gather and route nominations for multiple award categories through PMA leadership.
  • Provide Contractor Admin Team oversight (travel, calendars, supplies, conference room scheduling, check-in/out, visit requests, travel order tracking, correspondence and document Tracker).


Desired Skills/Abilities:

  • Proficient in MS Office Suite
  • Defense Travel System (DTS)
  • JPAS
  • BASICS II

Required Education:

MA/MS degree in a Business, Management, or relevant technical discipline

ALLOWABLE SUBSTITUTION: BA/BS plus two (2) years additional work experience performing duties described in the functional description OR AS/AA plus four (4) years additional work experience performing duties described in the functional description OR six (6) years additional work experience performing duties described in the functional description may be substituted for a master’s degree.


Required Experience:

10+ years of combined experience performing duties described in the functional description, with at least 5 of those years performing management, technical, or business case analysis and collecting, completing, organizing, and interpreting data relating to aircraft/weapon/project acquisition and product programs.


Desired Experience:

3 years’ experience supporting NAVAIR rotary-wing programs.


Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday. NAVAIR core working hours are 8:30am to 3:00pm. Evening and weekend work may be required as job duties demand. CWS is authorized for this position.


Travel:

No travel is expected for this position.

Work Authorization/Security Clearance:

This position is subject to a government security investigation and must meet eligibility requirements for access to classified information at the Secret Level. Ideal candidates will currently possess an Active DoD Secret Clearance; however, candidates with US Citizenship and the ability to obtain a DoD clearance will be considered. Must be able to receive a Government Common Access Card (CAC), access Government systems, and receive a security clearance
