Summary

Responsible for managing the daily development project processing activities, as well as training and mentoring Planning Technician staff. Services as the main point of contact and manages the day-to-day operation for planning project activities and customer service.

Essential Functions and Other Important Duties

Essential Functions:


  • Manages planning technician staff, including selection, supervision, coaching, employee development, and performance management and disciplinary actions.
  • Develops work schedules, monitors workloads and assists planning technicians when needed.
  • Investigates and responds to customer inquiries and complaints regarding planning submittals, fees, and city policies and procedures.
  • Prepares a variety of reports related to departmental activities including reporting related quality control and assurance of the work being performed by the planning technician staff.
  • Acts as main point of contact for customer communications for process changes, community meetings, and other updates which may impact our customers.
  • Participates and assists in coordinating development related special projects such as municipal utility districts and major planned developments.
  • Conducts individual staff, and department meetings.
  • Attends public meetings, assisting other planning staff as appropriate.
  • Maintains regular and punctual on-site attendance.
Additional Duties:
  • May investigate violations, conduct field inspections; or attend public meetings during and outside of normal business hours.
  • Performs other duties as assigned

Job Requirements

Minimum Qualifications / Acceptable Equivalency:


  • High School Diploma or GED equivalency
  • Five (5) years of related experience to include two (2) years of related supervisory experience for such areas as plans review, zoning administration, building code, code enforcement or related field
OR
  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

  • Skilled in gathering and analyzing information and making recommendations based on findings and in support of organizational goals;

  • Skilled in reading and interpreting plans, blueprints, schematics, and/or other related development documents;
  • Skilled in applying independent judgment, personal discretion, and resourcefulness in interpreting and applying guidelines;
  • Skilled in operating a computer and related software applications;
  • Skilled in communicating effectively with a variety of individuals;
  • Ability to communicate effectively both verbally and in writing;
  • Ability to form and maintain effective relationships with coworkers and customers

Preferences:
  • Bilingual in Spanish and English
  • Previous customer service, construction or municipal experience
  • Associates degree from an accredited university

Conditions of Employment:
  • Must have a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
  • Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check
  • Must be able to work overtime when requested
  • Must attend and successfully complete the City’s Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business)
