General Description

Executive responsible for professional, technical, administrative, and supervisory work associated with the formulation and implementation of the Planning and Development Department’s Executive Programs Division initiatives and Special Districts including but not limited to Connected City (CC), Village of Pasadena Hills (VOPH), Project Arthur (PA) and similar projects that result from Comprehensive Plan Amendments and Land Development Code revisions regarding management, planning, and land development and code compliance in the Special Districts of the County. The PDD Executive Programs Division is also the team that leads PDD initiatives in Resiliency/Sustainability matters and grants in addition to the Special Districts Planning Program.

Essential Job Functions

Economic Development Duties:
1. Promote the vision and sustain development momentum for special districts through presentations to prospective investors, employers, landowners (i.e., to motivate them to Opt-in), local and regional agencies, and at conferences.
2. Identify, apply for and curate grants and awards to sustain special district development and resiliency/sustainability initiatives for the County.
3. Create and manage a special district website (e.g. as required by the State for Dependent Districts) and develop social media content for communication, educational and promotional purposes.
4. Establish and create task forces or special committees to expedite any innovative opportunities for investments.
5. Answer public inquiries as needed.
6. Verify, monitor and facilitate the marketing of service. ready sites to investors.
7. Monitor the state legislative sessions on behalf of the Planning and Development Department and update the Planning and Development Director and the County Intergovernmental Affairs Officer on legislative proposals pertaining to planning and development and organize the department’s response.

Fiscal Duties:
1. Ensure segregated accounts and processes for Dependent Districts for revenues and credits are functioning for all fees collected and credits of the Special Districts and distributed to the right parties in a timely manner and assist as needed.
2. Track mobility fees (via Central Permitting) for Non-Connected City Entitled Properties and adjust transportation surcharges percentage every three years as needed.
3. Identify funding for new roads if needed (special assessments, CDD's etc.).
4. Preparation of Financial Reports and Annual Budget and compliance with the CC Financial Plan and VOPH Financial Plan.
5. Apply for, acquire and administer federal and state resiliency and sustainability planning grants.

Administrative Duties:
1. Support, prepare, track, VOPH and CC text and map amendments and LDC revisions when clarifications are needed..
2. Draft, adopt and implement all future VOPH and CC Fee Credit Guidance Memorandums - development fee obligations processes for verification and administration of credits, monitoring and assignment.
3. Overseeing the public service needs of all VOPH, CC and Non-CC Entitlement Property Owners.
4. Making sure VOPH and CC inter-local agreements are in place when needed.
5. Ensure MPUD conditions of approval are consistent with VOPH and/or CC Comp Plan, Fin Plan, Stewardship, and Master Roadway Plan (MRP) documents.
6. Submit Owner Direct Purchase Survey on County Infrastructure (public works projects).
7. Submit to Florida Department of State County's Annual Records Management Compliance Statement.
8. Prepare CC Biennial Reports for State review.
9. Track and generate all CC amendments, document challenges and dispositions for DEO Certification Agreement- draft Biennial Monitoring Report, Public facilities Reports.
10. Establish CC Traffic Monitoring Program for all primary and intermediary roads, annual budget and verification with VC ratio requirements.
11. Draft consultant contracts - Solicit, interview, contract and manage consultants as needed.
12. Draft, administer and operate grant funded projects, including the reporting to federal and state agencies.

CC Comprehensive Plan Monitoring and other Activities:
1. Monitor the amount of square feet in Service Ready Sites and create baseline by 2025.
2. Identifying % of Mixed Uses by Land Use distances.
3. Adopt Reduction Parking Standards and Performance Based Standards and low impact development techniques in CC LDC.
4. Set up services or create in-house program Collecting Air Quality Data if needed.
5. Establish a CC Recycling Program with a 15% reduction (lbs per du) by 2025.

VOPH Comprehensive Plan Monitoring and other Activities:
1. Monitor the development of VOPH Villages and the establishment and implementation of Master Planned Unit Developments.
2. Monitor and administer the VOPH Fee Credit Registry.
3. Study and adopt the necessary standards to accomplish the goals and objectives of the VOPH Comprehensive Plan.
4. Work with neighboring municipalities (St. Leo, San Antonio, Dade City and Zephyrhills) and coordinate with their development activity around the Villages of Pasadena Hills.
5. Update the planning documents of VOPH as needed.
6. Be the primary staff liaison at the VOPH Planning and Policy Committee meetings.
7. Performs related duties as required.

Knowledge, Skills and Abilities

  • Knowledge of the modern principles and practices of public administration, management, planning and land development of Special Planning Districts.
  • Ability to implement procedures, processes and requirements within the enabling documents of Special Planning Areas (i.e., Special Districts).
  • Knowledge of economics, governmental finance, urban sociology, and the principles and practices of architecture and traffic engineering as applied to public planning.
  • Knowledge of the laws, rules and regulations relating to County planning and governing comprehensive planning, Comprehensive Plan revisions and updates.
  • Knowledge of data collection methods and statistical analysis techniques.
  • Ability to lead, direct and effectively supervise personnel engaged in implementation and development of Special Planning Districts.
  • Ability to perform and direct technical research; to study, analyze, and present in report form the results of such research.
  • Ability to present programs and ideas clearly, concisely, orally and in writing.
  • Ability to speak to public groups and civic organizations.
  • Ability to establish and maintain effective working relationships with other employees, officials, and the public.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree or higher in Urban Planning, Public Administration, or Business Administration and six (6) years' of progressively responsible government experience in urban or regional planning and at least four (4) years' of supervisory management experience OR a Bachelor’s Degree in an above stated field and eight (8) years' of progressively responsible government experience in urban or regional planning and at least four (4) years' of supervisory management experience.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. One or more of the following certifications is preferred or in process: CPM, AICP, Florida Sterling Examiner, Baldrige Examiner, or Kaizen within two (2) years of hire.
