The Permitting Advocate is devoted to providing planning, review and permitting of land development and redevelopment projects through implementation of land use plans and development-related regulations. Incumbents provide specialized technical work in processing information and requests, providing customer service and advising customers about policies, procedures and requirements. Work may include serving as initial point of contact for plan and project intake; processing permits; approving permits not requiring plans review; routing permits for review; researching property information; processing non- permit applications; explaining fees, policies and regulations; and performing quality control, as assigned.

Hiring Range: $44,358.00 - $50,000.00 (promotional range may vary)

Duties and Responsibilities

Essential Duties:

  • Reviews and processes residential permit requests; approves residential permits that do not require plan review; processes non-permit applications for review and approval; ensures correct processes and routing procedures are followed.
  • Processes, scans and routes a variety of documents for review and approval which may include: permit applications, documents for single and multi-trade review, next-day permits, five-day addition permits, and sign permits.
  • Provides customer assistance with the preparation of permit applications and plot plans for submittal; provides guidance with the intake requirements for plan submittals; verifies data accuracy and completion of forms and inclusion of required documentation; responds to inquiries and complaints in person, over the phone or through written correspondence; refers complex issues to appropriate resource.
  • Processes utility connection-related permits and forwards permits for payment processing; verifies contractor information; verifies fee calculations.
  • Performs routine research of property location information and policy/process/procedure information; organizes, maintains and ensures proper archival of applicable files, records, reports and related documentation.
  • Identifies, develops, implement and maintains processes and practices that encourage, support and promote effective, comprehensive and meaningful citizen engagement.

  • Performs other duties of a similar nature and level as assigned.

Typical Qualifications

Education and Experience
High School Diploma or GED and three years of customer service experience that includes development services experience

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

ADA and Other Requirements:
Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.

Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.

Working Conditions:
Work is routinely performed in an indoor, office environment.
