Reporting to the Payroll Manager, perform all analytical and administrative duties necessary for preparing, processing and auditing payrolls. Prepares and balances payroll runs per compliance requirements. Includes performing audits using the reporting tools available and in accordance with guidelines set forth by department. Works with managers to resolve payroll issues and budget discrepancies.



1. Processes Payroll and Time and Attendance data for all NCH affiliates including all non-routine, unscheduled or off-cycle payroll transactions. Resolves problems with check preparation and distribution.

2. Assist in the upload of data from Time and Attendance to Payroll system; utilizes internal controls to ensure that data is transferred accurately and completely. Ensures requested changes are compliant with Federal/State regulations and NCH pay policies. Contacts Department Heads as necessary regarding issues with time reporting. Ensures Time and Attendance data is backed up on a regular basis.

3. Works closely with the Accounting Department to ensure that payroll related general ledger accounts are properly reconciled. Research any discrepancies and adjust accordingly. Researches uncashed checks and forwards to Accounting a list to be reported to the state for Escheatment.

4. Responds to all outside requests for payroll related information; handles mortgage and wage loss verifications; responds to subpoenas as requested. Receives reviews and processes all child support and wage garnishment requests. Notifies employees of any intended garnishment actions. Researches direct deposit returns from bank. Issues payments to appropriate parties as required. Enters various payroll deductions in PeopleSoft including direct deposit, uniform payments/deductions, Employee Giving Campaign, and W4 changes. Answers management and employee questions on payroll related issues

5. Establishes and maintains safeguards and internal controls to ensure the confidentiality and accuracy of payroll and time and attendance information. Updates and maintains payroll system master file and table information. Researches legal and regulatory requirements related to pay practices.

6. Adheres to all Northwest Community Hospital standards, policies, and procedures.

Qualifications


1. Bachelor’s degree in accounting, business or related field or the equivalent amount of relevant professional experience required.

2. Experience in any or all of these systems - Infor Lawson, Workday and/or ADP preferred.

3. Experience with API or other time and attendance system strongly preferred.

4. Strong Payroll Tax and Garnishment knowledge preferred.

5. CPP designation preferred.

6. Detail orientation to accurately run payroll processes, test system updates, balance payroll and develop procedures.

7. Analytical ability to analyze processes identifies system problems, develop testing and implementation action plans, assess resource requirements, and resolve issues.

8. The ability to work in a high stress environment and complete multiple assignments with numerous interruptions on time.

9. Ability to perform mathematical calculations accurately.

10. Strong Excel knowledge such as Vlookups, Pivot Tables and creating formulas.

11. Strong interpersonal communication skills to deal effectively with management and staff.

PHYSICAL REQUIREMENTS:
1. Little physical effort required. Rarely required to walk or stand for prolonged period. May require occasional lifting or moving lightweight material, or rarely lifting or moving average weight material.
2. Requires sitting for long periods of time.
3. The flow of work and character of duties requires normal mental and visual attention
