The Department of Administration, Division of Finance is recruiting for a multiple Payroll Services Supervisors located in Juneau!

This position is a great opportunity for a an individual who possesses considerable payroll knowledge and excellent leadership skills.

The position is in the Confidential Unit (CEA) at a range 17.

Payroll Services provides assistance and advice to the operational and administrative staff of their assigned agencies regarding personnel/payroll processing

What you will be doing:
This position provides leadership and supervision to the Payroll Services team, to ensure the timely and accurate processing of payroll and personnel functions for State of Alaska employees. The direct oversight of payroll staff includes; having the authority to recruit, select, appoint, assign,work, approve leave, evaluate performance, and effectively recommend or take action regarding any possible discipline.

Where you will work:
We are located in the Michael J. Burns building, close to the Juneau/Douglas bridge; within walking distance to restaurants and grocery stores. This is a fast paced work environment with duties changing daily based on the needs of payroll staff and the payroll cycle.

Who we are looking for:
Our successful candidate will have the following knowledge, skills and abilities:
  • Considerable knowledge of personnel and payroll processes, procedures, rules and regulations;
  • Skill in organizing and prioritizing the work of self and others;
  • Skill in interpreting and explaining policies and procedures, rules, statutes, regulations to a wide variety of people orally and in writing;
  • Ability to maintain cooperative relationships with co-workers, direct reports, and those contacted during the course of work and dealing tactfully with the public;
  • Ability to lead, train, and evaluate employees.

Minimum Qualifications

A bachelor's degree or the equivalent in any field from an accredited college and either:

One year of advanced technical level payroll experience processing payroll actions, reviewing error reports, and resolving conflicts. This experience is met by service as a Human Resource Technician III with the State of Alaska or the equivalent elsewhere.

OR
Two years of journey technical level payroll experience processing payroll actions, reviewing error reports, and resolving conflicts. This experience is met by service as a Human Resource Technician II or Retirement and Benefits Technician II with the State of Alaska or the equivalent elsewhere.

OR
Two years of experience performing technical or professional level administrative duties where a substantial part of the duty assignment is the performance of human resource work equivalent to an Administrative Assistant II with the State of Alaska or the equivalent elsewhere.

OR
Two years of technical level dispatching experience as an Alaska Marine Highway System Dispatcher with the State of Alaska.

OR
Six months of professional level human resource experience as a Human Resource Specialist I, or a Payroll Specialist I with the State of Alaska or the equivalent elsewhere.

OR
Combination of two years of work experience and education from an accredited college, where at least one year of experience was gained as an Human Resource Technician II with the State of Alaska or the equivalent elsewhere.

OR
Combination of two years of work experience and education from an accredited college, where at least one year of experience was gained as an Administrative Assistant II with the State of Alaska or the equivalent elsewhere.

Substitution:
Four years of any combination of post-secondary education from an accredited college (3 semester/4 quarter hours equal one month) and technical/paraprofessional level human resource experience will substitute for the required degree. Technical/paraprofessional level human resource experience includes such work as Human Resource Technician or Administrative Assistant with the State of Alaska, or the equivalent elsewhere.

Special Note:
"Human resource" includes experience in recruitment and selection, classification, employee training, employer provided benefits programs, employment law compliance, personnel, payroll processing or system administration, or labor relations. Supervision of subordinates does not in itself constitute human resource work.

Education completed in foreign colleges or universities may be used to meet the minimum qualifications listed above. If utilizing this education, you must show that the education credentials have been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs; or an accredited U.S. post-secondary institution reports the other institution as one whose transcript is given full value, or full value is given in subject areas applicable to the curricula at the post-secondary institution. It is your responsibility to provide such evidence when applying.

If using work experience not already documented in your application, also provide the employer name, your job title, dates of employment, and whether full-or part-time.
