  • Reviews and imports all employee timesheets into the payroll systems. Reconciles payroll between time tracking and payroll software systems.
  • Reviews and analyzes new, proposed, or revised laws, regulations, policies, and procedures in order to determine the impact on the County. Provides this information to management.
  • Reviews all timesheets for completeness with County policies, union contract, and all local, state, and federal tax and regulatory requirements.
  • Reviews work charts, wage computations, and other information to detect or reconcile any payroll issues. Processes necessary approved adjustments.
  • Updates payroll taxes and information annually. Processes year end human resources software closing.
  • Works closely with Human Resources office to ensure accurate benefit deductions and record keeping. Responds to deduction and taxation questions.
  • Prepares various payroll and management reports.
  • Prepares and reconciles quarterly earned income tax and local service tax applications and returns, workers’ compensation insurance premiums and taxes (in cooperation with the Risk Manager), and federal payroll tax returns. Processes accurate and timely year end payroll tax reporting, including preparation and issuance of W-2’s. Serves as primary contact for earned income tax and local service tax.
  • Maintains payroll software. Resolves payment, punch, holiday, and software issues. Updates payroll software when new jobs and pay rules are created. Terminates employees and sets up annual holiday schedule in payroll software.
  • Maintains pay codes, deduction codes, and earned income tax databases. Sets up new codes as requested.
  • Processes manual checks as requested and approved by management.
  • Monitors the Vacation Best Practice report for compliance. Monitors and reports to management hours worked per year for part-time, temporary, and on-call occasional employees for required membership in the County retirement plan.
  • Processes eligible employees into the retirement plan as active members. Monitors payroll system to ensure correct contributions have been entered. Maintains and updates member’s files as needed.
  • Processes purchases of military time, buyback, and buy in of previous service time for eligible members through payroll deduction and/or lump sum payments.
  • Prepares and distributes year end statements to active and vested pension members. Prepares and distributes 1099R and form 945 annually.
  • Distributes retirement fund account balances for terminated employees by processing refund check, transferring to IRA, or converting to vested status.
  • Processes monthly pension benefit payments to retirees. Confirms death benefits with retirement fund’s actuary and distributes to eligible beneficiaries.
  • Prepares retirement estimates and counsels members on election of pension options. Sets up pension payments and determines tax withholding statuses for new retirees.
  • Processes payments for retirement fund expenses.
  • Prepares and distributes annual retirement account statements and newsletter.
  • Maintains retirement software. Works with IT to update software as needed.
  • Collects, verifies, and formulates retirement fund data. Remits information to actuary on annual basis.


Qualifications

Required Education: High school diploma or equivalent. Plus an associate degree, or equivalent experience, in business/accounting required. Must have excellent knowledge of Microsoft Excel, PowerPoint, and Word. Required Experience: Three to four (3-4) years’ experience in payroll processing preferred.
