Position Summary:
This staff member provides problem solving, creative thinking, leadership, and research skills for a variety of community-based land use and transportation planning initiatives. Typical assignments include the organization, facilitation, management, and/or completion of small area plans (corridor plans, neighborhood plans, etc.) and studies of specific policy or regulatory topics. Assignments may result from unique or large-scale development proposals, changes in Indiana and/or federal law, or emerging local issues. This person serves as project manager for both internally-resourced and consultant-aided projects. This person may also participate in and/or initiate community outreach events and serve as
Planning Department liaison to community interest groups. Specifically, this position serves as the City of
Columbus Bicycle & Pedestrian Plan Coordinator, responsible for assisting and advising Plan implementation across multiple City departments. The position also supports, as needed, planning initiatives of the Columbus Area Metropolitan Planning Organization (CAMPO).

An Associate Planner in this role would be expected to complete the typical duties with a moderate amount of supervision.

A Senior Planner in this role would be expected to complete tasks with a comparatively greater level of independence and have greater direction over special projects initiated by the Planning Department.

Typical Duties:

1. Organization, facilitation, management, and/or completion of plans and studies relating to development, land use, transportation, and/or other community planning issues.

2. Collection & analysis of data in the areas of demographics, land use, transportation, quality-of- life, housing, urban design, the natural environment, and related topics.

3. Design and authorship of professional-quality planning documents.

4. Presentation of studies and reports on a variety of community planning topics and issues.

5. Identification of, and participation in, periodic training and educational events designed to advance local understanding of community planning issues.

6. Coordination of City of Columbus Bicycle & Pedestrian Plan implementation, including the consideration of related plans for the Columbus People Trails, Safe Routes to School, etc. This includes the facilitation of the periodic review and update of the Bicycle & Pedestrian Plan. It also includes providing input on and facilitating discussion of development projects, road projects, etc. with significant bicycle and/or pedestrian components throughout the CAMPO planning area.

7. Facilitation and organization of meetings of the Columbus Bicycle & Pedestrian Infrastructure
Team including establishing agendas and completing necessary follow-up. This includes on- going coordination with the City of Columbus Engineering, Parks, and Public Works
Departments as well as the other community partners.

8. Participation in regular Planning Department project review meetings and coordination of special project initiatives with other Department projects and proposed developments under review.

9. Representation of the City, County, and/or Planning Department as a liaison to one or more planning-related interest groups.

10. Driving at times in a City vehicle to various locations on behalf of the Planning Department and to work-related events.

11. Other duties, as assigned by the Planning Director. This description is intended to provide a general overview of typical duties, as well as the complexity of the work to be performed by this staff member. It is not intended to be an exhaustive list of duties, responsibilities, or specific tasks and other duties are typically assigned dependent upon the needs of the office.

Part-Time employees may work up to 1,559 hours per year, if scheduled by the Planning Director, and are eligible to apply for any full-time positions in the Department.

Qualifications:
An Associate Planner in this position shall possess a bachelor’s degree in urban planning, geography, landscape architecture, urban design, public policy, or a related field of study. Working knowledge of word-processing, graphic design, mapping, and publishing computer software is required. They shall also demonstrate a working knowledge of planning concepts and issues and a general knowledge of local government operations. Excellent verbal and written communication skills are also required.

Qualifications for a Senior Planner in this position, in addition to those listed above, include a minimum of
2 years of comparable work experience. American Institute of Certified Planners (AICP) certification is also desirable for a Senior Planner.

Further Qualifications: Due to the required use of a City vehicle, this employee must also have a valid
Indiana Driver’s License or the ability to obtain one upon being hired, and must have a driving record acceptable to the City’s insurance carrier. The Driver’s License and insurability must be maintained at all times during employment by the City of Columbus. The use of a City vehicle makes this a safety-sensitive position and subject to pre-employment drug/alcohol screen as well as a drug/alcohol screen for cause
(accidents) and randomly.
