General Purpose

This position is responsible for management of Parking Operations including on street parking and off-street parking managed by DPW, including garages and surface lots.


Essential Job Functions

  • General
    • Provide management to:
      • Parking Services Coordinators
      • Parking Services Sr. Coordinator
      • Parking Services Compliance Agents
      • Parking Ambassadors
    • Recruit, supervise, train, and evaluate crew performance, including but not limited to discipline, resolving conflicts, motivating employees and proper documentation of performance in accordance with the City of Burlington Comprehensive Personnel Policy Manual.
    • Provide guidance and coaching to crews to promote a team philosophy and professionalism, including identifying opportunities for professional development.
    • Assure adherence to quality standards established by department procedures, City regulations and state and industry standards.
    • Assist Division Director in creating and implementing strategic initiatives that will improve the customer experience, financial performance and overall success of Burlington’s parking system.
  • Administrative
    • Support and Manage the Parking Services Sr. Coordinator to
      • Assign and prioritize work tasks for the crew
      • Develop the crew work schedule
      • Manage material and equipment resources
      • Prepare Budget Amendments
      • Prepare and Manage Purchase Orders for the Parking and Traffic Division
      • Coordinate enforcement issues with the City Attorney’s office.
      • Customer Service issue escalation for Parking Services Coordinators
      • Financial audits for parking revenues
      • Coordinate invoicing for parking products and citations.
    • Coordinate with the Parking Facility Manager to ensure that consumable inventory is maintained (paper, cleaning supplies, etc.).
    • Prepare requests for bid/contract documents for vendor services, including but not limited to, yearly contracts, special projects, equipment, maintenance, etc.
    • Manage vendor contracts to ensure the use of the proper methods, materials and equipment and that the vendor maintains a safe worksite in compliance with City standards.
    • Identify and coordinate vehicle servicing with DPW Fleet Manager.
    • In absence of the Parking Services Facility Manager provide administrative support to the maintenance crew.
  • Training
    • Maintain up-to-date knowledge of Department and Division goals; communicate these goals to the crew and solicit feedback, in coordination with Division Director.
    • In consultation with Department of Public Works Safety personnel plan and oversee a safety program for all Parking Services members to ensure continuous compliance with relevant safety guidance and regulations
    • Coordinate with the Parking Services Facility Manager and the Division Director to develop and maintain Standard Operating Procedures and training programs.
    • Facilitate safety meetings and ensure the City’s safety policies are followed. Review up- dates to VOSHA and DOT Traffic Standards as needed.
  • Analytics
    • Develop operations processes and evaluation metrics, in coordination with the Division Director.
    • Prepare a variety of daily, monthly and year-end reports as they relate to these programs. Including but not limited to task management, cost projections, inventory control, budget performance, annual revenue projections, year-to-date accruals, annual expenses, monthly collections, trends, comparisons to other revenue sources, etc. Manage revenue reports in direct coordination with the Clerk/Treasures office.
  • Operations
    • Monitor, oversee and document the day-to-day operations and long term programs related to the issuance of parking permits and validations, parking tickets and the fine collection processes for municipal parking ordinance violations.
    • Manage and administer the monthly parking permit program, validation program, and other parking products. This includes, but is not limited to the management of waiting lists and reservations, billing, renewals, cancelations, customer communications, collections, coordination with other City departments, etc.
    • Coordinate with the Parking Facility Manager to ensure that the facilities are in good working order, including but not limited to regular maintenance, preventative maintenance, signage, electrical systems, communication systems, parking control systems (printers, card readers, ticket spitters, gates, etc.), lighting, etc.
    • Coordinate and oversee security contractor, contracts and scheduling.
    • Respond to and manage Parking Operations emergencies and document as necessary.
  • Customer Service
    • Provide support to the crew to ensure exceptional customer service for the public, ticketed vehicles and permit holders, documenting as necessary.
    • Review payment status of tickets and take appropriate action in coordination with the City Attorney’s office.
    • Coordinate the collection of delinquent fines with City Attorney Office.
    • Processes appeals in coordination with the City Attorney’s office and oversee the processing of adjustments.
    • Prepare court paperwork in cases ticket adjudications.
    • Schedule and coordinates court appearances for Police Officers on Vermont Traffic Tickets.
    • Act as “Ambassador” for DPW, carrying out work in a manner consistent with Department Mission and Vision.
  • Financial
    • Coordinate with the Division Director to plan future operation needs and develop the annual budget.
    • Prepare budgets for capital needs for operations
    • Prepare financial performance reports (costs, revenues, etc)
Non-Essential Functions:

Qualifications/Basic Job Requirements

  • Bachelor’s Degree or equivalent and (3) years of experience in a supervisory role related to Customer Service or Parking Operations required.
  • Valid Vermont State Driver’s License.
  • Ability to operate in a Windows based environment and produce reports in a variety of software applications, including, but not limited to spreadsheet, word processing, database management, etc.
  • Must be able to learn and work in industry specific parking software applications.
  • Knowledge of supervisory practices and the ability to delegate work through others.
  • Ability to communicate clearly orally and in writing.
  • Ability to interact with the general public, staff members, supervisors, outside contractors and various professional and private customers in a professional and courteous manner, including handling controversial complaints.
  • Upon conditional offer of employment, must be able to successfully pass a background investigation.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards, safety rules and personnel policies.
  • Must not have any serious misdemeanor or felony convictions.
  • Must be able to handle large quantities of money on a regular basis.
  • Ability to coordinate the activities of staff located in various locations City-wide.
  • Ability to respond to emergencies.
  • Ability to work weekends, nights and holidays as required.
