NATURE OF WORK
The purposes of this position are to assist in providing for the proper use, security and maintenance of the City's parking facilities and to collect parking fees. Facility supervision work includes taking a periodic inventory of available parking spaces, placing temporary direction signs to available parking, reminding motorists of proper parking requirements, providing visual facility security services, safeguarding, safety and security of assets, property, personnel, customers and all visitors, notifying the police of the need for their services, and posting the facility "full" as appropriate. The position performs light maintenance services when not required to be at an attendant's booth or other assigned facility supervisory location. Parking fees are collected from customers according to the City's fee schedule and identified procedures.

Performance is subject to review according to the City’s personnel plan through observation, reports, and the results achieved.

SUPERVISION
Incumbent works under the general supervision of the Parking Director and Parking Garage General Foreman.

ESSENTIAL JOB FUNCTIONS
The essential functions or duties listed below are intended only as illustration of the various types of work that may be performed. 1. Loads ticket dispensing machines. Maintains ticket control records. Checks machines for proper operation, and advises the supervisor of required maintenance, assists patrons in the use of machine.

2. Calculates parking duration and the appropriate parking fee. Receives cash payments. Calculates and provides the proper change due. Verifies parking permit validity. Performs fee collection daily cash proofs as required.

3. Inspects the assigned facility for parking space availability, proper vehicle parking, and general cleanliness. Looks for inappropriate customer behavior or other suspicious activity and reports same to the police according to proscribed procedures. Posts and otherwise directs customers to the closest available parking. Removes and appropriately disposes of trash and debris. Observes, appropriately corrects, and reports problems experienced by customers in their use of the parking facility.

4. Cleans and performs light maintenance to parking attendant booths, storage and common service areas including light bulb replacements, incidental painting, sweeping, shoveling snow from entrances and walkways, and applying deicing chemicals. Advises the supervisor of other required facility maintenance e.g., elevator repairs, surface repairs, potential hazards, space striping, and refurbishing stairwells, waiting areas, etc.

5. Performs security patrols by circulating around the garage either using city vehicle and/or on foot to preserve order and protect property.

6. Provide any needed assistance to customers, employees, visitor or the public.

7. Write reports of daily activities and irregularities, such as property damage, theft, personal injury, issues involving police involvement or unusual occurrences.

8. Enforce city's policies and procedures and warns person of rule infractions or violations.

9. Protect city's property and staff by maintaining a safe and secure environment.

10. Notify police of the need for their service.

EXAMPLES OF OTHER JOB FUNCTIONS
1. Provides customers with directions to commercial establishments, toursit attractions and other parking availability.

2. Explains proper procedures for paying parking fines or how to appeal citations.

3. Observes and appropriately reports suspicious activity or other public safety emergencies outside the facility.

4. Performs other duties as may be assigned.

REQUIRED KNOWLEDGE, SKILLS, AND CAPABILITIES
1. Strong ability to quickly and accurately calculate parking· time durations, the associated parking fees according to approved schedules using the designated equipment and procedures.

2. Courteous and pleasant manner and behavior toward customers.

3. Understanding and implementation of appropriate facility care and supervision.

4. Consistently appropriate work habits.

5. Ability to establish and maintain effective working relationships with customers, coworkers, employees in other municipal departments and City officials.

6. Ability to communicate effectively with the general public, City staff, and government officials at all levels and maintain an understanding of racial equity, inclusion, and belonging.

MINIMUM REQUIRED QUALIFICATIONS
Applicants for this position must have graduated from high school or have a graduate equivalent diploma (GED), previous work experience which demonstrates the ability to work in a positive manner with customers, have a valid driver’s license, and have no offenses which would prohibit or restrict bonding by any carrier or agent providing coverage to the City.

ENVIRONMENT, WORKING CONDITIONS, PHYSICAL AND MENTAL EFFORT
Primary duties of this position involve: communicating accurately and effectively with members of the public and staff on a variety of parking and security related items. This includes responding to inquiries and complaints, providing parking information, and providing financial information related to time and cash transactions. Work is performed inside a garage, outside in all weather conditions, in confined spaces, and inside vehicles. This position requires frequently working inside restricted movement parking attendant booths. Current position includes some limited physical requirements including: performing light maintenance work, and transporting equipment or supplies weighing up to 50 pounds, and possible exposure to hazardous conditions, chemicals, gases, and odors.
