Background Check
The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI
fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where
the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation,
the criminal background checks of individuals who have not resided in the United States or its territories for the preceding
5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only,
but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S.
government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or
as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background
check because of residency outside the United States, such individuals will be ineligible for Postal employment.

Functional Purpose
Provides litigation and/or administrative program support by conducting legal and factual research, ensuring proper filling and
service of discovery and/or motions, collecting and assembling documentary evidence and preparing correspondence. Drafts
and edits legal documents, including pleadings, motions, discovery requests, and discovery responses. Supports multiple
attorneys by checking legal citations for form and accuracy; provides advice to operations clients, and communicates with
representatives of federal, state, and local agencies on matters involving the Postal Service.
DUTIES AND RESPONSIBILITIES
1. Conducts research on legal issues using legal databases (e.g., Westlaw Next, Cyber FEDs, PACER, Lexis Advance);
compiles related information, such as board decisions and case rulings using standard legal research materials. Summarizes
findings and presents conclusions and supporting analysis to attorneys. Checks court and administrative legal decisions cited
in memoranda and pleadings to determine whether they have been superseded or modified by subsequent decisions; checks
legal citations for form and accuracy.
2. Assists multiple attorneys on an ongoing basis with preparation and assembling documentation of supporting case
materials for proceedings before courts, administrative agencies, commissions, or Congressional bodies
3. Leads the discovery process by communicating with USPS management to obtain information and documents; drafts and
responds to discovery as needed (e.g., requests for admissions, objections, interrogatories, production of documents).
4. Conducts eDiscovery using the approved software program to gather and review relevant documents. Uses litigation hold
systems to secure and retain information from potential witnesses.
5. Responds to requests and inquiries from internal customers, external government officials (e.g., federal, state, local), and
private businesses and individuals regarding information pursuant to Freedom of Information Act (FOIA), Privacy Act,
subpoenas, and judicial and administrative discovery rules and orders, or legislative review and clearance procedures.
Provides advice to internal clients regarding Postal Service procedures, regulations, and protocols.
6. Prepares and reviews legal documents subject to final review and approval by an attorney; coordinates information with
witnesses, and performs other related duties as assigned.

1. Ability to identify legal issues presented by moderately complex factual situations and to perform investigations of the
factual circumstances underlying legal issues presented.

3. Ability to prepare written materials, using MS Word, Excel, PowerPoint, and Adobe Acrobat Professional.
4. Ability to work effectively on multiple projects with stringent deadlines set by multiple attorneys sufficient to complete
research, gather information, and organize legal documents.
5. Ability to understand and utilize data from various business system (e.g., timekeeping systems, reports from operations
databases, Payroll Journals).
6. Ability to utilize eDiscovery computer platform to obtain, review, sort and redact voluminous emails or other documents
necessary for discovery production.
7. Knowledge of the legal process at a level sufficient to draft discovery requests and responses, engage in eDiscovery, draft
pleadings, and similar documents.
8. Ability to conduct legal research utilizing standard legal research materials, including statutory and regulatory materials,
policy handbooks and manuals, and legal research databases (e.g., LEXIS Advance, Westlaw Next, CyberFEDs, PACER).
9. EDUCATION/EXPERIENCE REQUIREMENT: At a minimum a qualified applicant must possess a paralegal certificate, OR
at least 2 years of related paralegal experience obtained within the past 5 years (e.g., work experience at a law firm, in labor
relations or human resources, or in an in-house litigation department).
