Overview:
As an Outside Plant Engineer I, you are expected to assist in the creation and interpretation of OSP Design maps using Auto Cad, Lode Data and GIS based mapping software. You will have to understand, interpret and track progress for numerous projects concurrently in the given market area. You will continually monitor design costs of completed project to help improve future project costing.
You will be responsible for supporting ROW while they work with various governmental agencies to protect the TDS OSP network from being jeopardized by permitting requirements or proposed road improvements. You may be required to support TDS teams in negotiate with municipalities, other utility companies from a network and a legal perspective for the purchase, lease and/or sale of inner ducts, fiber and/or complete networks.
This position has the ability to work out of a home office; however, candidates must be located within a 50 miles radius of St. George, Ivins, or Santa Clara, Utah. Travel to this market will be required.
Additionally, this position can be hired at either an OSP Engineer, OSP Engineer I, or OSP Engineer II level depending on the skills and qualifications of the candidate. You will have responsibility to lead small group cross functional meetings and drive strategic growth in specific brownfield markets across the given market area.
You may be required to interact with contract consultants to monitor OSP design.
You will be responsible for supporting ROW while they work with various governmental agencies to protect the TDS OSP network from being jeopardized by permitting requirements or proposed road improvements. You may be required to support TDS teams in negotiate with municipalities, other utility companies from a network and a legal perspective for the purchase, lease and/or sale of inner ducts, fiber and/or complete networks.
You will work closely with our sales organization as well as Field Services. It will also work closely with our ROW team on Easement and Pole Attachments (Make Ready Processes) and will interact with members of Net Ops Compliance.
This position has the ability to work out of a home office; however, candidates must be located within a 50 miles radius of St. George, Ivins, or Santa Clara, Utah. Travel to this market will be required.
This position may be eligible for a sign-on bonus and/or relocation bonus! (Payout and retention terms apply.)

Responsibilities:
- Responsible for the design of OSP projects and/or supervision of consultants who are responsible for coordinating outside plant design in multiple locations and/or states.
- Provide technical and strategic input in evaluating high level network design
- Provide Engineering support for special request projects such as, major road moves or potential on-net builds. Must work with Finance to ensure proper accounting of facilities placed and interact with the legal department to ensure that the company is not at risk in any asset transfers.
- Create labor, material, and overheads project cost estimates.
- Provide audits of OSP projects and coach consultants and/or contractors to ensure accuracy and consistency. The audits will ensure compliance with National Electrical Code standards and current TDS OSP standards.
- Review all OSP designed projects to ensure field services requested plan of action, ISP and OSP solution are aligned and accurate.
- Verify that all documentation required to complete project handoffs, including as-staked design, contractor Cost estimates, Unit pull sheet, purchase requests, ROW maps, PRC and WBS funding is complete.
- Create and perform analysis on network designs for the OSP teams to utilize for future project cost modeling.
- Partner with Regional OSP Construction (OSPC) members on engineering of network builds within GIS.
- Assist in training OSPE members on the use, functions and tools within GIS
- Review data for impacts to builds (eg: Roadmoves)
- Keep up to date with the tools for mobile use of GIS for data collection and consumption.
- Provide feedback to leadership in evaluating current GIS products being offered on the market and provides recommendations for upgrades and changes in methods of practice for TDS. Includes application upgrades and data sources.
Required Qualifications
- Associate degree (or higher) –OR- 2+ years professional work experience.
- 3+ years experience in Voice, Data, or Video networking.
- Must have and maintain a valid driver’s license, reliable transportation and insurance.
Other Qualifications
- GIS experience, Engineering within GIS program a plus (AGOL)
- Auto Cade and Lode Data experience
- Joint Attachment Process/Power CO Make Ready Process experience a plus
- GPON/PON engineering experience
- Brownfield fiber overbuild a plus
- Service Implementation experience a plus
- Experience in Telephony or related fields
- Experience in Cable TV or related fields
- Excellent leadership, customer relations and communications skills across teams a plus
- Thorough Understanding of Telecommunications and CATV industry and principals.
- Ability to manage multiple priorities simultaneously.
- Excellent written and oral communications skills
- PC database, spreadsheet and word processing skills are critical
- Advanced working knowledge of NESC construction practices and engineering standards.
- Ability to work in a cooperative and courteous manner with diverse work groups.
- Ability to read and assess fiber and/or HFC designs and prints
