Pay

This is an exempt position at pay grade 215.

Attendance
Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm. Must be available to work additional hours as needed.

Overview

The primary purpose of this position is to coordinate and ensure all daily operations by assisting with budgeting, operating, and maintaining facility and infrastructure in compliance with federal, state, and local rules, regulations, and ordinances. Maintains multiple documents, manuals, plans, and programs for compliance and currency. Manage a diverse team with consistent, differentiated, dynamic management and leadership. Maintains a liaison with the city EOC for emergency planning and operations. Monitors proposed development projects for non-compatible land use and heigh obstructions. Provides emergency responses, stakeholder communications, and conducts information meetings.

Responsibilities

  • Responsible for compliance with Federal Aviation Regulations Parts 77, 139, and 150, and FAA Advisory Circulars; responsible for airport operating certification; understand Parts 1540 and 1542 (Airport Security) and make necessary security decisions in compliance with the regulations as the Alternate Airport Security Coordinator
  • Administer and maintain the Airport Certification Manual, Wildlife Hazard Management Plan, Airport Emergency Plan, Airport Hurricane Preparedness Plan, Stormwater Pollution Prevention Plan, Safety Management Systems, and others in compliance with federal, state and local rules and regulations
  • Coordinates routine maintenance and capital improvement projects with the tenants, FAA air traffic control tower, and other internal or external stakeholders
  • Reviews plans for compliance with safety and operational requirements
  • Coordinates planning meetings with stakeholders
  • Ensures airport maintains maximum operational efficiency, capacity, and safety
  • Works with tenants and airport users to coordinate regular and irregular operations, charters, construction, special events
  • Works with various local, state, and federal agencies to ensure compliance with rules and regulations and to coordinate emergency preparedness
  • Provide supervision and oversight of Operations Specialists and Landside Agents; provide job specific training for airport safety and certification; serve as hiring manager for the operations section; manage professional development; provide feedback, disciplinary, coaching, or punitive actions when necessary
  • Serve as the Airport Security Coordinator during the absences of the Chief of Public Safety
  • Prepare and monitor the section’s annual budget
  • Manage parking systems such as JMS and DataHub systems; monitor parking operations, disabled veterans parking program, materials and equipment
  • May be asked to perform other duties

Qualifications

  • Requires a Bachelor’s degree (BS/BA)
  • Minimum of five (5) years of experience
  • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.
  • NIMS 100, 200, 300, 400, 700, 800 within six months of hire date
  • Airport ID based on 10-year criminal history record check
  • Transportation Security Administration Airport Security Coordinator designation within six months of hire date
  • Certified Member designation through American Association of Airport Executives (AAAE) preferred, or ability to obtain within 2 years

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
