Pacific Northwest National Laboratory is searching for a Specialist to support the Nuclear Smuggling Detection and Deterrence (NSDD) and other national security projects as the Equipment Logistics Center (ELC) Leader.

The NSDD Office, part of Department of Energy’s Office of Global Material Security (NA-21), plays a key role in the nonproliferation mission of the Department of Energy’s National Nuclear Security Administration (DOE/NNSA). The Equipment Logistics Center procures/deploys/supports mobile and handheld radiation detection equipment; provides spare parts for fixed radiation detection equipment; loans equipment in support of various testing, training, and programmatic activities; and manages international shipping/logistics for the program. The ELC also houses a virtual studio used to conduct remote trainings.

This position will report to the PNNL NSDD Project and be supported by the Applied Radiation Detection group (ARD). ARD is focused on the research and development of radiation-detection-based technologies for important end-users including in-field and lab-based measurement systems. Projects within the group range from highly-applied projects in support of international treaties, homeland security, nuclear security, and safeguards to fundamental science projects. These projects cover the areas of nuclear science, novel sensor development, and advanced data analysis and techniques for large systems and processes.


Responsibilities

The staff responsibilities will include:
  • Managing tasks/activities of 3-5 ELC staff members; including:
    • establishing task priorities for ELC staff; encouraging communication, ensuring clarity of direction, and identifying obstacles impacting the schedule of Program activities;
    • assigning tasks to the ELC staff including maintaining equipment inventory; maintenance of stored equipment; procurement of handheld equipment, parts, and kits; managing availability of subject matter experts/staffing; and
    • providing guidance/mentoring to ELC-based staff and technical Subject Matter Experts.
  • Understanding technical aspects of maintaining relevant handheld and fixed radiation detection equipment to conduct basic ELC technical functions.
  • Functioning as the ELC Cognizant Space Manager for technical and training activities conducted in that space.
  • Building and maintaining productive working relationships with the PNNL operations and oversight organizations (e.g., export control, transportation, rad engineering, etc.) to ensure all operations meeting Lab and Program requirements.
  • Identifying and foster working relationships with other programs that have similar equipment management needs to possibly expand ELC activities to provide cross-program support.
  • Assisting project manager(s) with project documentation related to ELC support activities, including: presentations, project records, databases, and other documentation.
  • Working with DOE and PNNL Program management to identify process improvements.
  • Collaborating with Operation Readiness & Assurance Group leadership and Project Managers to evolve ELC capabilities to address complex problems within established policy and recommend improvements to internal PNNL processes based on lessons learned.
Additional expectations of staff will be to:
  • Apply specialized knowledge of equipment and technologies deployed for physical security, WMD counter-proliferation, and interdiction operations both domestically and internationally.
  • Develop and implement procedures, logistics strategies, concept of operations, planning, and assessment techniques and tools associated with the deployment, operation, maintenance, and sustainability of security systems, operational security, nuclear material safeguards, vulnerability assessments, risk analysis, security policy, and critical infrastructure protection.
  • Conduct assessments, evaluations and analysis of these systems to support troubleshooting, forecast reliability and sustainability challenges, and identify opportunities for technological or operational enhancements.
  • Areas of emphasis include program planning and management, system design and analysis, tactics and training, requirements definition, and operational sustainability.
  • Serve as a technical subject matter expert for procurement, installation and maintenance of integrated systems, including identification of R&D opportunities associated with next generation security systems, counter-proliferation and interdiction technologies.

Qualifications

Minimum Qualifications:
  • BS/BA and 7 years of relevant experience -OR-
  • MS/MA or higher and 5 years of relevant experience -OR-
  • AA and 16 years of relevant experience -OR-
  • HS/GED and 18 years of relevant experience
  • Qualifying experience in the following areas will be counted: Department of Energy, Department of Defense, Homeland Security, intelligence community or military that supports national security or radiation detection/protection operations.
Preferred Qualifications:
  • Experience working with external collaborators;
  • Skills necessary to use, maintain, and troubleshoot handheld radiation detection devices and experience with integrated hardware/software systems;
  • Understanding of PNNL, DOE, DOT, and/or Export Control requirements for domestic and international shipping, as well as PNNL corporate policies and procedures;
  • Experience collaborating with PNNL Contracts for the purchase of goods and services, as well as, experience serving as Technical Oversight Representative for purchase orders;
  • Experience working within large project teams including stakeholders from multiple laboratories and contractors;
  • Proficiency in standard software tools such as Microsoft Excel/Word/PowerPoint/SharePoint, and experience with a service request/issue/ticket tracking system (e.g., Footprints, Maximo, Siebel, JIRA, etc.)

Hazardous Working Conditions/Environment

Working environment may include:
  • Work with low-activity radioactive sources.
  • Lifting materials greater than 11 kg (25 lbs) may be required.
  • May include activity-specific electrical work. security systems, operational security, nuclear material safeguards, vulnerability assessments, risk analysis, security policy, and critical infrastructure protection.
