Job Summary

*This position has a flexible work arrangement that may allow for telework or a mixture of working in our office and telework.*

*Approximately 5% travel to conferences or trainings.*

This position exists to represent the interests of older adults in planning and implementation of large-scale systems changes affecting assessment, eligibility determination, and support planning, including the MnCHOICES Assessment and Support Plan application. This position is located in the Aging and Adult Services division and works on a policy team that manages publicly-funded home and community-based services for older adults.

Responsibilities include:

  • Oversee plans and strategies to ensure an orderly transition for MCO enrollees to the MnCHOICES applications, assessment and support planning processes
  • Work with other DHS divisions and initiatives engaged in planning, developing and implementing such changes
  • Provide policy expertise regarding assessment, support planning services and person-centered practices related to older adults
  • Monitor, evaluate and work to assure the desired outcomes of the MnCHOICES assessment and support planning process for older adults are attained

Qualifications

Minimum Qualifications

3 years professional experience with project planning, policy analysis and operations sufficient to maintain policy compliance.

Experience must demonstrate the following:

  • Coordinating, development and maintenance of policy, procedures and operational protocols
  • Knowledge of person-centered assessment and support planning practices
  • Write documents sufficient to communicate effectively to broad audiences, including legislation, technical reports or data/fiscal summaries and analysis, or policies and procedures manuals
  • Knowledge of home and community-based long-term services and supports (LTSS) for older adults in Minnesota

Preferred Qualifications

  • Work effectively in a rapidly changing policy environment and shift priorities to meet management goals
  • Federal waiver policy and practices
  • Human relations sufficient to build networks of colleagues throughout the public and private sector while being aware of the influence of culture on beliefs, values, traditions and behaviors
  • Understanding of the roles and relationships of county, health plan, state, and federal agencies
  • Large scale program planning and evaluation
  • Implementation of new systems
  • Variety of experiences working effectively with others from different backgrounds and cultures
