Summary

Under direction, is responsible for developing, tracking and coordinating a comprehensive transition plan that integrates service members and their families back into civilian life. Coordinates and guides members from active duty military status by utilizing a continuum of services that are matched to each member's needs. Military Services Officer assesses, plans, implements, coordinates, monitors, and evaluates the selection of services and updates according to individualized plans.


This position is excluded from Civil Service

Duties and Responsibilities

  • Assesses and develops comprehensive transition plans for development efforts for each member while consulting/collaborating with a core transition team(s)
  • Identifies gaps in services and intervenes to coordinate all resources (Military/Outside Agencies/Veteran Liaisons) to expedite outcomes and assist with enhanced delivery of services
  • Researches, identifies and initiates actions for qualifications of Veterans benefits, services, compensation, pension, death benefits, educational assistance, loans, insurance, appeals, and discharge upgrades
  • Promote use of local, state and federal resources by and through local government, federal government, agencies that specialize with Veteran resources
  • Assist with development and implementation of new and revised policies and procedures affecting the transition services
  • Prepares and conducts briefings and orientations concerning the various aspects of services to higher headquarters, commands, distinguished visitors, newly arrived single and unaccompanied service members, various base organizations, and local community businesses
  • Represents the office at conferences, seminars, workshops, formal and informal meetings attended by diverse personnel; Participate in various types of service member/family Advisory Councils/boards or committees
  • Builds and maintains strong relationships with command staff and their representatives, special interest groups, local community officials, civil organizations, businesses and other public officials
  • Plans and conducts outside assurance testing to ensure that programs offered are offering quality services as well as supporting the optimum number of members
  • Performs a variety of complex administrative and analytical tasks in support of program; review and audit required percentage of member files monthly to ensure policy requirement compliance and effectiveness of delivery of services to members; prepare and submit reports
  • Performs other duties as assigned

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor’s Degree in Business, Social Services, Counseling, Psychology, or closely related field, or (5) five years’ direct experience working with military service members, veterans and/or their families; or a career development or transition program focused on paths to employment or education / training
  • Good knowledge of strategic planning, quality management, workload/performance measurement; good knowledge of organizational development/organizational behavior principles; good knowledge and skill in organizational analysis and business process analysis; skill in developing quality measures, workload measures, efficiency measures, and outcome/effectiveness measures; skill in leading project teams
  • Demonstrated organizational skills with the ability to assess, develop, balance and prioritize competing priorities while maintaining a high level of professionalism; strong ability to provide a positive customer service experience; skill in communicating effectively, both verbally and in writing; skills to effectively communicate with and support a wide variety of people of diverse backgrounds, including an understanding and respect for cultural, ethnic and individual differences
  • Demonstrated ability to utilize critical analysis, resourcefulness, and creativity in drafting, recommending and researching policies and utilizing skill and application of Microsoft Office programs (Word, Excel, and Access, PowerPoint, Outlook); demonstrated ability to maintain a high level of visibility with members and contact with responsible representatives of the command, special interest groups, local community officials, civic organizations and other public and private officials; ability to establish and maintain effective working relationships with co-workers, County employees, outside organizations and the public
  • Must have available transportation during entire workday for required travel to remote sites within County
  • Must have valid driver’s license, motor vehicle liability insurance and personal injury insurance
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Position may require additional security clearance requirements established by the Military
  • May be required to work weekends
  • May be required to work more than 40 hours during the workweek

Preferred Qualifications:

  • Served on active duty in the Armed Forces and received an Honorable Discharge; or be a widowed Gold Star Mother or unremarried widow of a service member or veteran whose death resulted from service; or be the spouse of a disabled veteran who has a total disability rating based on either having a service-connected disability with a disability rating of 100 percent or on individual unemployability; or be the spouse of a retired veteran who served a minimum of 20 years on active duty
  • Certified by Texas Veterans Commission or be able to obtain within the first year of employment
  • Experience working with Veteran and Military population

Working Environment and Physical Demands:

  • Constantly working in indoor conditions
  • Occasionally moves items weighing up to 10 pounds
  • Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information
  • Constantly operates a computer and other office productivity machinery
  • Positions self to perform essential functions
  • Must be able to remain in a stationary position
