BOILER PLANT EQUIPMENT MECHANIC

I. General

This position is located, in the Utilities Environmental Maintenance Branch, (UEM), Naval, Facilities Engineering Command, Washington, DC, in a central controlled, high pressure and high temperature (900 PSIG at 825F) steam electric generation, dual fuel (Pulverized coal and oil) power plant. The incumbent maintains three high pressure and temperature boilers. 900 PSIG. at 825F - 150,000 lb/hr each) and two boilers, (250 PSIG at 525F -43 ;700 lbs/hr each. He also maintains all boiler auxiliaries, scales, fans etc, pertaining to his trade. Assists other power plant mechanics when necessary. Overlap of duties may occur between this position and other utilities mechanics at times, but team work is mandatory when it is necessary to prevent unsheduled outages of vital dynamic energy systems found in a modern power plant.

II. Major Duties

The Incumbent performs the following duties:

Prepares six boilers (power, process and heat) for area public works inspector to make annual inspection or after renewal of pressure parts.

Prepares and applies hydrostatics tests to boilers and unfired pressure vessels under the cognizance of the Utilities Division.

Inspects and repairs economizers, air heaters and dust collectors.

Inspection and repair of super heaters. Renewal of special alloy super heater elements involves the existing elements at the field welds.

From knowledge of large high pressure, dual fuel fired boilers, locates sources of leaks, vibration, defective refractory, burners, baffles, dampers, ducts, expansion troubles, dust collectors, water seals, ash doors, induce and forced draft fan housings, ducts, seals, and dampers. After diagnosis, make repairs.

Inspects and repairs pneumatic ash collecting system, rotary unloaders, primary and secondary receivers, hoppers, gates, air washers, isolating and segregating valves, steam jet exhausters, vent piping and sluice gates.

Repairs coal bunkers, hoppers, weigh lorries, coal scales, pulverize hoppers, exhausters, dampers, ducts, coal burners, and coal hauling equipment including belts.

Inspects and repairs steam drum as necessary, drains and washes boiler internals properly to prevent leaving deposits to dry hard. Removes baffles, separators, and internal drum piping. Same as item previous paragraph, except removal of baffles and separators for internal tube inspection and scale removal by mechanical cleaning.

Washes tubes, turbines tube and chemically cleans tubes as directed.

Inspects cleaning of firesides, all passes, economizers, air preheaters and wind boxes.

Scales tubes, re caulk expansion joints, inspects tubes for blisters, corrosion, erosion and external wasting away from vanadium attack.

Inspects overhauls and replaces soot blowers, de-slaggers and sir pre-heater traveling soot blowers.

Repairs refractory around burners, in ash pit, baffles and back connections. Inspects, repairs or replaces defective elements in dust collectors.

Inspects boiler air pre-heaters for corroded and plugged tubes (1440 tubes 2" diameter inch each boiler numbers 1-3 (Bldg. 873).

Cleans hammer and hydrostatically tests pressure vessels, fires and unfired.

Lays out work from blueprints, sketches, written and oral instructions.

Removes and replaces defected broken stay bolts, rivets and re caulked seams using pneumatic hammers, motors and hand tools.

Help responsible in preparing boilers being placed in service. Leaky handhold plates, steam and mud drums manholes on high pressure boilers are costly and require boiler outage for repairs. One person must be held responsible for refacing seats and replacing gaskets and proper tightening of handhold plates and manhole covers. Must exercise extreme caution in preventing foreign objects or tools being lost or dropped inside boiler tubing, headers or drums.

Must take periodic checks on steam steaming boilers as a preventive measure in reducing unscheduled boiler outages.

Assists the instrumental mechanic in the repair and maintenance of draft, sampling tubes and instrument duct connections related to the windboxes, air pre-heaters, furnaces, gas passes, dust collectors, I.D. and D.D. fan ducts and burners.

Assists the Boiler Plant Operators in operating power plant during emergencies.

III. SKILLS AND KNOWLEDGE

Incumbent must be capable of reading and interpreting blueprints, making sketches and drawing. Must also have knowledge of shop math necessary to perform aspects of trade.

In many instances, especially during emergencies, employee will be expected to use own judgment and respond to help prevent plant outages. Normally employee will follow prescribed standard operating procedures.

Overlap duties may occur between Pipefitter and this position at times, but teamwork is mandatory when it is necessary to prevent unscheduled outages of vital dynamic energy systems found in a modern power plant.

IV. RESPONSIBILITY

Receives supervision and periodic checks from Foreman Maintenance (Utilities) and at times under the direction of the Instrument Mechanic (Mechanical) Power Generation Branch. Will Follow out Preventive Maintenance Schedules, emergency work orders and responds to all emergencies in the power or utilities systems.

Must be familiar with the potential explosive dangers and exercise extreme safety precautions at all times. Requires knowledge of and ability to properly fill in the four-part work instruction stubs after completion of assigned jobs. The incumbent will assist other assigned mechanics or operators during emergencies to prevent plant outages. Required to keep abreast of the latest technological changes in regard to the proper packing, gaskets, piping, etc., to use.

V. PHYSICAL DEMANDS

Constant standing, Walking and climbing. Close attention of eyes to pressures and temperatures, gauges, meters, potential acid, caustic and steam leaks. Ability to determine primary colors. Moderate to heavy lifting physical exertions in manipulating pipes, valves, and controls, performing maintenance work, tedious and close work requiring skill, exposure to high temperatures and coal dust.

VI. WORKING CONDITIONS

Work is indoors and outdoors. Exposure to constant noise and heat from the boilers and machinery. In a coal-burning plant, illumination may be poor. Working areas may be damp as well as dusty. Ash handling areas may be damp as well as dusty.

The major hazards are burn from fire, hot water, steam, acid or caustic soda; injuries from moving equipment in the plant falls from high platforms or walkways in the plant, lung congestion and breathing coal dust, fly ash and toxic fumes; loss or hearing or injury or death from explosions; exposure to high pressure, high temperature and close proximity to electrical circuits.

EXPLANATORY STATEMENTS

Desire at least four years of practical and progressive experience in this position with at least one year in high pressure and temperature steam electric generating plant.

Practical and progressive experience to be sufficient in content to be substantially equivalent of a completed apprenticeship of a Boiler Plant Mechanic with additional one year qualifying experience on high pressure ·and high temperature boilers of at least 50,000 lbs of steam per hour.

Must have a valid state driver's license.

This is a NONCRITICAL-SENSITIVE position requiring a SECRET Security Clearance. Access is required on a continuing basis to classified information or classified/secure areas.
