Job Summary:

Reporting to the VP or Procurement & Contracts or Director, Procurement & Contracts, this position manages a team of Procurement Specialists, responsible for the procurement of goods and services, and purchase order management The primary focus of the Operational Procurement team is to manage a timely competitive bidding process and issuance of purchase orders to 3rd party suppliers and contractors. The Manager will execute procurement and contracting processes while monitoring standard metrics and Key Performance Indicators for Operational Procurement, including reporting.

Description:

• Responsible for Operational Procurement execution.

Develops and implements a framework for workload allocation based on customer groups and volume of materials and services required by the organization.

• Manages requests and / or requisitions from corporate and operational departments which including:

Gathering technical requirements, Competitive bidding (RFI, RFQ, RFP, Formal Tendering), vendor negotiations, contract and purchase order creation and management.

• Responding to internal customer inquiries for sources of supply, lead times, pricing and vendor performance.
• Facilitate vendor evaluations including examining quality of product, pricing, and delivery time.
• Function as a liaison between the team, Procurement & Contracting, and key internal stakeholders.
• Train staff members to be knowledgeable about product quality requirements, how to determine when products are unacceptable, and what actions to take when quality standards are not met.
• Establishing a framework for the team that emphasizes ensuring operational scope and specification accuracy, lowest cost per unit, high volume discounting, and leveraging the local vendor base.
• Keep track of all goods and services ordered and received, and maintain accurate inventory records including details on price, performance, and delivery.
• Develop individual performance goals for direct reports, and monitor results through measurable objectives and assessment of performance against the objectives, ensuring that performance goals are aligned accordingly.

Possess computer skills and familiarity with Microsoft Office, ERP and file sharing technology.

• Fluent in Spanish and English (being able to read, speak, and write).
• Perform major storm restoration work and associated drills as assigned.
• Follow all policies and procedures.

• Education

Required

• Bachelor's degree in Business, Finance, Engineering, Supply Chain Management, or equivalent

Experience

Required

• Minimum of 3 years Progressively responsible procurement, project management, vendor management, contracting, legal, supply chain experience and/or related/equivalent experience required.
• Experience with Electric Utility operations and / or large, complex organizations is highly desirable.

License/Certifications

Preferred

• Professional designation from a nationally recognized professional institute or association (e.g. Supply Chain Management Professional (SCMP), Certified in Production and Inventory Management (CPIM) is an asset.
