Job Summary

The Line Crew Supervisor is responsible for supervising line crews engaging in electrical line maintenance and construction work. Is responsible for directing, coordinating and evaluating the work of lower level line personnel. Performs all work in accordance with safety regulations, strict adherence to T&D manual & Authority’s Personnel Policies & Procedures, company policies and OSHA standards, ability to, learn and acquire first aid, CPR Certification and Confine Space Certification.

Because the Authority has a primary responsibility to serve the public 24 hours a day, an employee in this class is expected to work on a rotating shift schedule and may be expected to work overtime as conditions demand or on a short notice during emergency conditions.

Line Supervisor shall be assigned to work on 1 of 4 rotating shift schedules: midnight to 08:00 a.m.; 08:00 a.m. to 04:00 p.m.; and 04:00 p.m. to midnight and a swing-shift. Reasonable accommodations shall be made to enable individuals with disabilities to perform the essential functions.

Essential Duties & Responsibilities

  • Shall be able to perform all duties of Certified Lineman 1st Class.
  • Plans work schedules, supervises and instructs line and digging crew personnel in the execution of routine work involving the construction and maintenance of the system. Performs hotline work as necessary.
  • Secures materials necessary to complete jobs.
  • Prepares daily time records; resolves minor “on the job” problems as they occur.
  • Oversees the proper use of vehicles and other equipment used and operated by personnel on the job.
  • Checks work in progress and completed work to ensure proper construction standards and compliance with staking sheets.
  • Records and reports and field changes made in construction.
  • Instructs employees in the proper performance of their duties including safety practices and procedures.
  • Ensures that tools, equipment and work area are maintained in a clean and orderly manner; ensures that employees observe all safety rules and regulations; performs regular inspections of tools and equipment and submits report to Line Superintendent or Assistant Line Superintendent.
  • Performs work in accordance with safety regulations, company policy and OSHA standards.
  • Assigns work to workers and reviews completed work to ensure that work is completed in accordance with specifications and instructions.
  • Evaluates employees work performance and make recommendations for improving and upgrade their skills.
  • Recommends or initiates personnel actions such as promotions, transfers and disciplinary measures.
  • Trains and orients new employees to the routines of the operation; interprets company policies on workers.
  • Analyzes and resolves work problems; may confer with worker’s representatives to resolve grievances.

Required Knowledge, Skills & Abilities

  • Ability to learn and acquire valid CDL and the ability to operate standard transmission vehicles under / over 3 tons.
  • Must be able to work long hours in adverse weather.
  • Certified to work around live lines 0 to 69KV overhead and underground.
  • Must wear appropriate PPE's during work hours, on the Authority’s premises, and work areas where the Authority is performing or conducting work or training. Is responsible for proper maintenance of PPE in a neat and clean manner.
  • Knowledge of safety procedures.
  • Knowledge of installation of materials in accordance with standards.
  • Knowledge of vehicles and heavy equipment.
  • Thorough knowledge of pole maintenance and construction functions.
  • Ability to read and understand line construction drawings and sketches.
  • Ability to prepare reports.
  • Must possess a valid Virgin Islands driver’s license.
  • Must maintain, at own expense, a home telephone or mobile number or have immediate access to one. The Authority will use to contact employee after hours.
  • Must be available for overtime and weekend work, as necessary.
  • Must possess ability to complete required safety courses
  • All necessary safety equipment, certifications and general training shall be provided as required.

Education & Experience

High School diploma including or supplemented by courses in the electrical trades, and a minimum of seven (7) years of verifiable work experience in electrical distribution construction and maintenance line work, two (2) years of which must have been a Certified Lineman 1st Class. Must possess a lineman certification from an Authority-approved Lineman Certification program. Must also possess electrical live-line work certification and a minimum of 4 years of verifiable work experience performing live line work.
