Position Overview


The principle need for this contract is to fulfill the obligation of the State of IL to conduct sex offense specific psychodynamic risk assessments for civilly committed individuals on conditional release in the community. These evaluations will be submitted to the committing county in order to aid in the decision to discharge a sexually dangerous person from supervision by the IDOC.


An employee signing a Personal Services Contract is not covered by the provisions of the Personnel Code. 20 ILCS 415 et seq. This employee agrees to be bound by and comply with the policies and procedures of the Agency. They are not entitled to any employment benefits such as paid sick, vacation, holiday or personal leaves; retirement contributions; health and life insurance; or access to Personnel Code or Civil Service grievance procedures. They are covered by Worker’s Compensation and Unemployment Insurance.


Job Responsibilities


  • Services to be performed under the PSC include completing and timely submission of sex offense specific psychodynamic risk assessment per order from the court. This includes, but not limited to file review, client interview, and court testimony.
  • Per 725 ILCS 205/ Sexually Dangerous Persons Act IDOC must arrange for evaluation of individuals on conditional release in the community to aid the courts in determining whether or not individuals should continue to be supervised by IDOC.
  • The nature of the reports and information within the reports generated from this PSC are highly confidential including protected health information and other sensitive material.

  • Evaluators will be responsible for complying with the Health Information Portability and Accountability Act (HIPPA).

  • All reports generated from this PSC will be submitted to the court of commitment of the individual being evaluated.

  • Evaluators would make collateral contacts with parole agent, community treatment provider, and other relevant parties as needed to complete a comprehensive evaluation.

  • Reports are submitted to the court and may require court testimony.

  • Recommendations regarding supervision in the community is required to aid in the continued supervision of high risk/high need individuals.


Minimum Qualifications


  • Requires a PhD or PsyD in Clinical Psychology.
  • Requires a current Sex Offender Evaluator license in the State of Illinois.
  • Requires three (3) years in the treatment and/or evaluation of sex offenders.


Preferred Qualifications


  • Prefers in-depth familiarity with DSM-V.
  • Prefers knowledge of Static-99R risk assessment instruments.
  • Prefers familiarity with Hare Psychopathy Checklist, STABLE 2007, ACUTE-2007, (Juvenile risk assessments: JSOAP II, ERASOR).
  • Prefers the ability to testify as an expert witness in IL County Courthouses.
  • Prefers proficiency in Microsoft Word application.
  • Prefers proficiency in writing reports.

  • Requires the ability to pass a drug screen. On January 1, 2020, the Cannabis Regulation and Tax Act made it legal for residents over the age of 21 to produce, consume and sell cannabis in Illinois. Please note that although the law has changed, the Department will continue to enforce the Department’s zero tolerance Drug Testing policy. The use of unauthorized drugs, including cannabis, by an employee, regardless of the position held is prohibited.
  • Requires the ability to travel.
