Job Duties

Under the general direction of the Disaster Recovery Finance and Compliance Staff Services Manager (SSM) I, the incumbent is independently responsible for the day-to-day activities associated with overseeing complex fiscal and compliance functions with particular focus on Monitoring and Quality Assurance under the Community Development Block Grant – Disaster Recovery (CDBG-DR) and other disaster recovery programs.

Desirables

  • Experience in providing technical assistance to disaster survivors and/or to other agencies/departments.
  • Experience with monitoring federal program (local entities) for compliance.
  • Experience writing program documents including policies & procedures, program guidelines, and/or reports.
  • Experience in presenting information to local entities.
  • Knowledge of State and Federal regulation and requirements.
  • Ability to work independently and as part of a team.
  • Experienced in Microsoft Office Software (Word, Excel, Outlook, PowerPoint).

Essential Functions

Collaborate with Disaster Recovery Unit program staff, sub-grantees and contractors as needed to provide detailed technical assistance to ensure programmatic implementation and operational compliance with procurement requirements for federal and state program statutes, regulations, rules, guidelines, the Department of Housing and Community Development (HCD), and Section procedures; perform reconciliations, monitoring, reporting and record keeping actions with specific focus on procurement with accuracy.

Review, analyze and maintain written complex Grant Management procurement procedures in accordance with federal and state requirements from program design phase throughout grant closeout, including clearance of any monitoring findings. Make recommendations to managers for business process improvements in Grant Management processes and file systems in order to effectively and efficiently administer program compliance.

Prepare and revise sections of the program’s manuals and training materials that relate to program compliance, monitoring and quality assurance policies, processes and procedures from program design through grant closeout. Plan, develop, and present compliance, monitoring, quality assurance, and grant management training.

Maintain required computerized data and manual systems for the CDBG-DR programs to assure data in all file systems is accurate and complete. Systems include: HCD Consolidated Automated Program Enterprise System (CAPES); HUD’s Disaster Relief Grant Reporting (DRGR) for special allocation disaster programs, Subsidiary program and fiscal records; Fiscal and program reports and records; and any Grants Management system the department may bring on-line.

Responsible for the completion of other projects, assignments, and Division administrative tasks as directed by management.

Job Type: Full-time

Pay: $5,793.00 - $7,256.00 per month
