This is a telework/hybrid position. Work may be performed from anywhere within the state of Washington with a reliable internet connection. Travel may be required.

The Washington State Department of Corrections is seeking a professional and knowledgeable individual to join the Information Technology team as an IT Application Development – Journey! The goal of this position is to support the critical needs of the entire agency by developing solutions which allow the agency to achieve its mission using the best technology available.

In this role, you will be responsible for the highest technical level of expertise for the OMNI Reporting needs for Department of Corrections (DOC). This enables the agency to conduct business operations on a daily basis. You will be tasked with application development, at an enterprise level, using object-oriented programming languages such as C#, VB, .NET across multiple platforms (web, mobile, cloud).

The IT Application Development – Journey position is an excellent opportunity to put your collaboration skills to work as you will be required to work closely with various business units and internal IT disciplines including networks, servers, helpdesk, architecture, and operations. The incumbent will directly support each agency division by ensuring high quality application coding is complete, as well as facilitating the crosswalk between business need and technology solutions.

Duties

As an IT Application Development - Journey, some of your duties will include:
  • Participating and contributing in the overall success of the team through critical thinking, technical acumen, knowledge, and experience including:
    • Participating and supporting operations of the .NET application mission
    • Developing work plans, goals, and objectives, and evaluates project progress in relation to application development and maintenance activities
    • Guiding and developing analyses, plans, and verification procedures for tasked assigned to this position by the .NET supervisor
  • Developing and maintaining DOC business software applications in support of the agency’s mission which could include:
    • Interacting with business analysts, software developers, software testers, project managers and end users to elicit requirements to develop and maintain software applications
    • Planning, analyzing, and developing requirements for application development and enhancement
    • Preparing required documentation for the effective maintenance of software applications
  • Identifying and resolving data quality issues in agency’s mission critical applications and conducting data migration to migrate data from legacy systems to new systems including:
    • Conducting complex data migration activities to migrate data from legacy systems to new systems
    • Performing data modeling, designs normalized databases, conduct data cleansing, develop programs to extract, transform, and load (ETL) data into databases, and performs data verification
    • Conducting research and recommends technical solutions to solve business problems and enhance the performance and quality of applications
    • Recommending, establishing, and following standards and guidelines for developing web-based applications
  • Supporting maintenance activities pertaining to scope, objectives, estimates, unit testing, designs, and coding
  • Other duties as assigned

Qualifications

What we need (required qualifications):
  • A Bachelor’s degree in computer science or related field
OR
  • An equivalent combination of IT related training and experience may substitute year for year for education
AND
  • Four (4) years of progressively responsible, professional work experience within the Information Technology field to include experience in analyzing, designing, coding, and implementing applications using .NET and C#, reports using SQL Server and SQL Server Reporting Services or latest versions
  • The following may be done concurrent with the above requirements:
    • Familiarity with the ASP.NET framework, SQL Server, and design/architectural patterns
    • Demonstrated experience in logical data modeling, relational data architecture
    • Experience in resolving application defects and performance issues in connection with changing business requirements
    • In-depth knowledge of design patterns, enterprise integration patterns, and patterns for modern enterprise architecture
    • Experience in life-cycle management of modern application development
    • Excellent communication skills and attention to detail
  • Four years of experience in writing and/or modifying existing programs, documenting solution programs for application systems.
What will make your application stand out (preferred qualifications):
  • Experience with agile, scrum, iterative, or waterfall development/project methodologies
  • At least one of the following professional Level-2 certifications as defined by the Department of Defense 8570.01-M Information Assurance Workforce. Improvement Program such as Security+, GSEC, SCNP or SSCP
  • American Disabilities Act (ADA) compliance experience

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees may be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
