The Interior Coordinator is responsible for all aspects of spill response activity in the Interior response area. The Coordinator ensures that all responses are immediate and effective; to accomplish this primary objective, the Coordinator ensures and is accountable for the operation, maintenance, communications, contractor support, training and readiness of equipment assigned to the sites within the Coordinator’s geographical area of responsibility, which consists of Utah, Nevada, Arizona and Colorado. The desired location for this position is Salt Lake City, UT.

Certain tasks may also be performed in the inland response area, currently consisting of Alabama, Arizona, Arkansas, Colorado, Georgia, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Mexico, Ohio, Oklahoma, Pennsylvania, Tennessee, Texas, Utah, West Virginia and Wisconsin. Other locations in this area of responsibility will be considered on a case by case basis.

This position will perform basic preventive maintenance on pre-staged equipment, provide effective and efficient spill response services using all available resources, mobilize the appropriate MSRC and contractor resources, and manage and coordinate spill response efforts, taking into account the specifics of the oil spill and the needs of the customer. The main goals of the Coordinator are: (1) ensuring response readiness and the adequacy and quality of MSRC and contractor resources in the Interior; (2) working with a strong focus on health, safety and environmental performance, and (3) ensuring customer satisfaction.

Requirements of the Position

  • 5+ years of oil spill response or business management
  • Must have effective leadership and written and oral communication skills
  • Ability to operate industrial equipment and their systems safely
  • Ability to operate a personal computer
  • Employment is contingent upon:

    • Completion of 40 Hours of HAZWOPER training

Primary Responsibilities

  • Spill Response
  • Maintain MSRC’s operational readiness in the inland area.
  • Manage MSRC’s response to spill callouts in the inland area, including coordination of MSRC response activities with the customer and appropriate regulatory authorities.
  • Determine the appropriate MSRC and contractor resources to be mobilized during a particular response.
  • Mobilize and manage the utilization of these Spill Team Area Responders (STARs) and other contractor resources during spill response events.
  • Manage the financial and customer relations aspects of the response.
  • Review and ensure the accuracy of spill generated paperwork such as job tickets, payment requests forms and expense reports.
  • Be capable and available to backfill for similar supervisory and management tasks for responses occurring outside the Interior area, and during other personnel shortages.

To support the primary objective of spill response, the Coordinator will ensure MSRC and contractor readiness throughout the Interior area. This includes the development, maintenance, management and administration of Interior operations, which includes the following:

  • Be familiar with the geographic areas of the inland response area and the MSRC sites and MSRC subcontractors within that area.
  • Know the customer locations in the area and their likely response needs.
  • Develop a regular schedule of customer visits in assigned areas, and make periodic visits to each customer and develop a detailed understanding of their likely response needs and desired response strategies and tactics.
  • Develop a regular schedule of visits with federal, state and local regulators in the Interior area, and make periodic visits to each regulator.
  • Be knowledgeable regarding relevant Area Contingency Plans (ACPs) and other relevant response plans, as well as Oil Spill Removal Organization (OSRO) requirements and the requirements of the Oil Pollution Act of 1990 (OPA 90) and associated federal and state laws and regulations relating to spill response and contingency planning.
  • Ensure the readiness and maintenance of MSRC equipment located in the area, and coordinate any needed support with other Region personnel.
  • Regularly inspect the equipment located at each of MSRC’s Interior locations.
  • Coordinate and oversee contractor training on MSRC equipment, ensuring contractors in the inland area are familiar with and proficient on MSRC equipment.
  • Maintain adequate contractor capability (both in terms of those needed to deploy MSRC equipment, as well as contractors to provide additional equipment and personnel) to support response needs.
  • Make frequent visits to contractors to develop and maintain relationships and to verify their readiness.
  • Identify, train and vet all current and potential contractors within the coordinator’s geographical area of responsibility.
  • Attend customer drills and exercises as MSRC’s representative, and participate in other meetings/functions and exhibit and promote MSRC capability and presence through appropriate events.
  • Update inland citation letters based on contractor capability and resources, and ensure such letters accurately reflect MSRC’s capabilities and commitments.
  • Understand the MSRC Service Agreement, non-member Service Agreement and United States Coast Guard (USCG) agreement, including activation criteria, equipment usage and the price rates, terms and conditions contained in these agreements, and be able to explain and apply these terms with customers.
  • Be familiar with MSRC contractual obligations to contractors, including the terms of the standard Contractors Service Agreement (CSA) as well as other leases and contracts relevant to the Inland area such as facility leases and equipment storage contracts.
  • Provide periodic detailed reports to Region management regarding the status of the above activities and regarding the other steps taken in support of the primary objective of spill response and spill response readiness.
  • Ensure that the work environment is safe and that personnel understand and follow safety procedures, and that response sites are managed in compliance with applicable environmental, health and safety guidelines.

Must possess and use strong interpersonal relationships to achieve stated objectives, and meet expectations during response activity. Successful achievement requires, among other activities, cooperative and developmental interaction with both MSRC operations and management, and continual professional development.

Must be well organized, efficient and results driven. Must be able to manage multiple concurrent activities, manage contracts and finances, meet deadlines, and address delivery commitments by providing up-to-date information to internal and external customers.

Responsible for effectively communicating substantive information.

  • Will function as MSRC’s representative to customers, regulators and contractors, and must be able to deal effectively with senior personnel in these entities.
  • Must be able to compose written communications that are well organized and polished.
  • Must be able to present information with an appropriate demeanor.
  • Responsible for facilitating and coordinating data collection and analysis, and be responsible for dispersing relevant information to appropriate individuals and groups.
  • Must be able to identify and solve problems in a timely manner, while concurrently assessing and identifying opportunities to enhance spill response capabilities.
  • Responsible for cost effective operation of assigned assets. Effective performance will entail and include:
  • Budget management and control.
  • Thoughtful and practical recommendations and solutions for project funding and effective cost savings opportunities.
  • Effective decision making pertaining to short and long term readiness as it pertains to equipment maintenance.

Administration

  • Maintains subcontract information, within eMos, Procurement System and other company databases/computer systems.
  • Administrative job duties include but not limited to: review and verify subcontractor/vendor invoices, timesheets, expense reports, payment request forms, ensuring that paperwork is accurate, within established budgets, and submitted timely.

Must be available to travel within the assigned geographical areas and elsewhere with little or no notice.

Physical Requirements Include, Among Others

  • Requires standing, lifting up to 45lbs.
  • Requires the ability to wear the personal protective equipment prescribed by posted signs and written instruction.
  • Able to work in various temperatures indoors and outdoors in all weather conditions including heat, cold, rain or dry environments.
  • Ability to perform work in various sea conditions, under all environmental conditions, often wet/oily decks.
