Coordinates and manages all aspects of one or more HIV Prevention grant programs; monitors contractors and conducts quality assurance reviews; develops corrective action plans for non-compliant contractors; prepares assigned portions of grant applications, narratives, progress reports and other documents; manages the competitive and/or sole source procurement process; reviews and reconciles contractor invoices; reviews and acts on requests for budget and work plan modifications; maintains contract files; works with community-based organizations, clinical partners, universities, community members, and consumers to strengthen HIV prevention services for gay, bisexual and other men who have sex with men (MSM); provides content for social media messaging targeting MSM; reviews and interprets HIV/STD population and trend data and assesses needs of contractors and other community-based organizations; provides capacity building for contractors; provides technical assistance to contractors and other stakeholders; develops and delivers training; and serves, as needed, as back up support for the required Monitoring and Evaluation data entry tool for HIV Prevention contractors. Knowledge of public health practices; health education principles; HIV epidemiology, transmission, prevention and care; social marketing; Microsoft Office applications; and evaluation techniques. Strong problem solving and decision making skills. Ability to communicate effectively both orally and in writing; collect, analyze and interpret data; develop and present training; provide technical assistance; conduct needs assessments; and work with diverse populations and cultures. Experience with community-level programming; capacity building; manages internal grant processes; contract monitoring; and grant writing. Valid Virginia driver’s license required. Occasional overnight travel required. Knowledge of state procurement or sole source funding process preferred. Masters degree in Public Health, Health Education, Psychology, or Sociology preferred. Experience in HIV/STD prevention; working in community settings; and with MSM populations preferred.

Minimum Qualifications
  • Experience in public health practices including HIV/STI prevention, treatment, and support services.
  • Experience using epidemiological data to inform program planning.
  • Experience with monitoring contracts and spending
  • Experience in community engagement and/or coalition building.
  • Experience with community-level programming; working with diverse populations and cultures; conducting need assessments; capacity building and developing and conducting trainings and presentations.

Preferred Qualifications
  • Degree in Public Health, health education, or related field
  • Experience in HIV/STD prevention; working in community settings; and with MSM populations
  • Experience in preparing reports and grant applications
  • Experience in applying and sharing knowledge of Ryan White legislation, federal and state regulations to ensure that agencies are in compliance with contractual requirements
