Duties

GS-09: This position is located in the Human Resources Office (HRO). The purpose of this position is to perform position classification and provide limited position management advisory services, within delegated authority, to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state. Accomplishes work through the use of an automated personnel system.

Accomplishes position classification for Army and Air National Guard positions. Classification authority is for the establishment of local exception position descriptions and implementation of standardized/benchmark position descriptions for a variety of professional, administrative, technical (GS-09 and below) and trades and labor (WG-10 and below) occupations to include positions for which no classification or job grading standards exist.

Within this authority, assists supervisors in determining the need for an exception position description and classifies the position based upon knowledge of the position and the organization's mission and structure. Endorses requests for the establishment of the exception position description to the appropriate manpower and National Guard Bureau offices.

Assists with or implements classification releases and related manpower changes.

Ensures timely implementation and initiates action to resolve problems or conflicts. Performs desk audits and makes classification determinations on positions within authority.

Evaluates positions by reference to applicable Office of Personnel Management (OPM) Position Classification/Job Grading Standards and National Guard Bureau (NGB) procedures determining pay plan, occupational series, grade and title; and prepares appropriate evaluation statements.

Provides advice on classification appeal procedures and furnishes evaluation reports and other required information to OPM/Department of Defense (DoD), as appropriate.

GS-11: This position is located in a State Human Resources Office servicing both Army (ARNG) and Air National Guard (ANG) full-time personnel. The primary purpose of the position is to serve as a Human Resources advisor and technical specialist for position classification, position management, and compensation related areas (i.e. Environmental Differential Pay (EDP/Hazardous Duty Pay (HDP)/ Supervisory Pay Differentials/Wage Surveys/Grade and Pay Retention, etc.). This position also provides manpower advisory services for all levels of command, determines position requirements for structures for State Army National Guard organizations. Utilizes advanced knowledge of a variety of human resources management functions in coordinating actions for these programs. May oversee or accomplish work through an automated personnel system.

Plans, develops, directs and operates the Position Management and Classification program within the State Human Resource Office.

Serves as the functional expert for the Position Management and Classification Program.

Reviews policy and guidance from higher echelons. Develops local classification guidance to facilitate understanding of classification principles and processes.

Develops local implementing instructions to include regulations and standard operating procedures.

Coordinates the application and implementation of new guidance and assures consistency in interpretation.

Reviews job descriptions, evaluation statements, documentation of position management studies, competitive levels, Table of Distribution and allowance (TDAs) and Modification Table of Organization and Equipment (MTOEs) to ensure application of sound classification and position management principles.

Reviews or initiates review of classification data to identify discrepancies and takes or ensures corrective action is taken.

Determines proper response to higher echelon requests for data/information and coordinates or performs the gathering and compilation.

Serves as specialist/troubleshooter with independent responsibility for resolving very difficult problems in the Position Management and Classification function.

Applies a comprehensive knowledge of position management and classification to train and assist directors and managers in accomplishing their position management responsibilities.

Qualifications

BASIC QUALIFICATIONS: To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that may include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following seven basic qualification competency factors are applicable to the Series GS-0201 career levels:

  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in presenting formal training presentations and briefings;
  • Ability to assess body language and perceive emotional and/or distress levels; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.

GENERAL EXPERIENCE:Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE (GS-09): Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position.

Knowledge of, and skill in applying, classification and position management and fundamental HRM methods, principles, and practices and standardized analytical, and evaluative methods and techniques to advise on and or resolve moderately complex, non-controversial and/or recurring position classification or position management issues for which there are one or more readily apparent solutions.

Basic knowledge of other HR specializations, i.e., recruitment and placement, employee relations, labor relations, etc., for purposes of interacting and resolving specific issues.

Ability to perform management advisory services and/or make informed judgments on specific position classification/position management problems or issues of limited scope.

Knowledge of the organizational structures of the ARNG and ANG.

Ability to communicate both orally and in writing sufficient to develop and present organizational and position analyses to management and employees to gain acceptance and understanding of findings and recommendations.

SPECIALIZED EXPERIENCE (GS-11): Must have at least one-year specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options.

Knowledge of, and skill in applying a wide range of classification/position management HR concepts, practices, laws, regulations, policies and precedents sufficient to provide state level comprehensive HR management advisory and technical services on substantive organizational (ANG/ARNG) functions and work practices.

Ability to interact with all levels of management and labor unions as a strategic business partner in the delivery of classification and position management advisory services requiring a broad breadth of approach and intensity of analysis.

A high degree of insight and sensitivity into the relationship between management needs and National Guard goals and objectives; and, the relationship to program principles, practices and procedures is required.

Ability to deal effectively with key management officials on highly controversial classification decisions and position management related issues in a manner that gains confidence in final state level decisions.

Practical knowledge of other HRO specializations, i.e. recruitment and placement, employee relations, labor Relations, human resource development, equal employment opportunity, etc. for purposes of interacting and resolving issues.

Knowledge of the different philosophies and structures of the ANG and ARNG within the state.

Knowledge of the rules and procedures that apply to the various categories of National Guard full-time employees, i.e., dual status (DS), Title 5 employees, AGR, ADSW, state employees, contracted workers, seasonal employees, etc.

Ability to communicate both orally and in writing sufficient to develop and present organizational and position analyses to management to gain acceptance and understanding of findings and recommendations.

Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
