Human Resources Specialist

POSITION SUMMARY:
The Human Resources Specialist is responsible for the administration of all Controlled Air policies, benefits, and employee/employer relations, as well as recruitment, retention, and compliance with Federal and State laws and other regulatory agencies. This person will provide guidance to all department heads with respect to staffing plans. In addition, the HR Specialist will oversee the employee performance appraisal and employee development processes, ensuring that the company provides the proper training and development to all employees at all levels.

The Human Resources Specialist will also provide guidance to company leadership with respect to strategic staffing levels, skills, and employee development. As the company HR expert this person will bring the HR strategic perspective to the company leadership team, providing input to the annualplanning process. Also, this person will serve at the HR advisor to the company President and will provide strategic insight and guidance directly to the President, ensuring the company adheres to HR best practices.

JOB FUNCTIONS:

  • Maintains employee handbook to reflect company policies, procedures and guidelines addressing key conditions of employment.
  • Ensures employee/employer rights in accordance with state and federal guidelines.
  • Administers company benefit plans to include, but not limited to health, dental, disability and life insurance, Simple IRA, and flexible spending accounts.
  • Enters new employee data, benefit changes, and voluntary deduction elections for payroll processing.
  • Maintains personnel records to comply with federal and state laws and other regulatory agencies
  • Ensures non-discriminatory management practices.
  • Consults with employees and supervisors to develop appropriate job descriptions and manages periodic review to ensure it matches the job being performed.
  • Maintains an accurate organizational chart.
  • Coordinates recruiting process including advertising, interviewing, reference checks, and offers.
  • Provides general orientation training and confirms that supervisor has provided specific orientation training relative to the position.
  • Organizes staff in-service/training and maintain records of required training.
  • Responds to inquiries regarding policies, procedures, and programs.
  • Administers promotions, demotions, transfers, and terminations, and facilitates exit interviews.
  • Oversees and maintains records of progressive disciplinary actions and responds to staff requests including employee grievances.
  • Investigates accidents, prepare reports, and maintains information and correspondence of workers’ compensation claims.
  • Manages and implements company payroll process. Works with managers to ensure payroll data is accurate and done in a timely fashion. Responsible to submit payroll information to the payroll company.
  • Monitors PTO accrual and utilization, and ensures balances are available to managers through ADP Time & Attendance.
  • Examines benefit-related invoices for accuracy and approves payment.
  • Maintains employee statistics for reporting purposes.
  • Administers performance review program and salary administration program to ensure effectiveness, compliance, and equity within company.
  • Administers and maintains the Targeted Development Plan process for the company, ensuring that employees achieve their highest potential.
  • Provides HR guidance to the President to ensure that HR policies and procedures adhere to HR best practices.
  • Facilitates safety committee meetings and provides report to general manager.
  • Facilities state apprenticeship program. Process enrollments, tracks hours and completion, and manages increases.
  • Administers Prevailing Wage/Davis Bacon Program. Tracks all prevailing wage hours and oversees reporting with payroll company.
  • Always maintains professional appearance and attitude.
  • Maintains confidentiality and rights of patients, employees and company matters.
  • Clearly understands the purpose of and participates in the Improvement Organization Performance program.
  • Performs other work-related duties as assigned.

JOB QUALIFICATIONS:

  • Associate degree plus two years of experience in human resources, or six years of progressively responsible experience in a human resource department.
  • Effective communication and writing skills, as well as organizational and time management skills.
  • Must be a US citizen.
