The Idaho Division of Human Resources (DHR), Executive Office of the Governor, is seeking a Full-Time Human Resource Specialist, Senior to join our team.

This is an excellent opportunity for a highly-motivated team player who is able to build effective working relationships with state agency leadership, supervisors, human resource staff, and employees. Working for DHR offers the opportunity to be a part of the state's human resource strategy, which impacts over 25,000 state employees.

This position will be located at Idaho State Board of Education and will serve as the HR support to Idaho State Board of Education and Division of Career and Technical Education, approximately 135 staff, in areas such as employee relations, classification, compensation, recruitment, processing, and ensure consistent application of DHR statutes, rules, and policies.

Our generous benefits package increases the total compensation of a full-time (benefits eligible) Human Resource Specialist Sr. making $28.49 - $33.00/hour to an estimated $37.42 - $45.22/hour.

Example of Duties

Employee Relations

  • Consult with agencies regarding appropriate progressive disciplinary processes;
  • Review and draft letters of corrective/disciplinary action, including Performance Improvement Plans (PIP), Letters of Expectation/Instruction, Written Reprimands, performance evaluations, Notice of Contemplated Action (NOCA) and Letters of Disciplinary Action (LODA);
  • Work with the DHR leadership and staff to assess cultural/employee engagement trends and provide recommendations for improvement.
Employment Law Administration
  • Coordinate the application and administration of employment laws, such as the Family and Medical Leave Act (FMLA), American’s with Disabilities Act (ADA) and Worker’s Compensation;
  • Provide appropriate leave paperwork; review requests received to determine eligibility and/or next steps;
  • Work with employees to monitor hours used and to conduct additional follow up; manage and track leave requests.
Classification
  • Review Position Description Questionnaires (PDQs) to recommend appropriate classifications;
  • Review requests to create/edit class specifications, including general information, duties, minimum qualifications, specialties, etc; conduct desk audits as necessary for reclassification requests and document findings;
  • Ensure classified, non-classified and temporary positions have up-to-date job descriptions, EEO and FLSA codes and are appropriately factored;
  • Organize and maintain classification and compensation documents;
Compensation
  • Review requests for changes in employee compensation, including equity adjustments, merit increases and bonuses;
  • Review of annual Change in Employee Compensation (CEC) plans to ensure appropriate information/documentation is provided as outlined in the CEC Guidance Memo.
Workforce Planning/Recruitment
  • Develop recruitment strategies for difficult to fill positions, such as targeted recruitment efforts, underfill positions, career ladders, revisions to classification requirements, etc.;
  • Review requests for reorganization; perform additional follow up as requested;
Training
  • Conduct HR workshops on HR best practices as requested.

Minimum Qualifications

Good knowledge of: human resource administration; equal employment opportunity/affirmative action concepts and legal requirements.

Experience: interpreting, applying, and explaining laws or rules; researching and preparing reports and recommendations; conducting in-depth interviews.
