DESCRIPTION OF WORK

Responsible for the personnel administration for the County’s (230+) Human Service Agency Staff (Aging, Children & Youth, Drug & Alcohol, Behavioral Health/Intellectual Disabilities/Early Intervention/Autism, County Transportation System and other assigned staff within Human Services). Total Human Service Budget is approximately 15 Million. Maintains personnel files and confidentiality of files and information contained within. Reviews files for accuracy of information and suggests when a policy needs to be rewritten or signed off by employees in human services. Knowledge and understanding of Wayne County Government and the Office of Human Services duties and responsibilities.

Completes, reviews and submits personnel correspondence for review and signature of Human Services Administrator. Makes recommendations to Administrator and corresponds with appropriate central personnel division at the Bureau of Talent Acquisition (BTA) and other units, as required when questions arise. Becomes familiar with, interprets and comprehends the BTA Merit System Employment Process Guide, the Merit System Employment Certification Procedures, and the BTA Requisition Process.

Responsible for providing information to the public, attending job fairs and high school career fairs, provide county employment information to local high schools, etc. and coordinates necessary paperwork to be distributed to prospective job applicants. Communicates with prospective applicants, explains the application, testing and scoring process, and answers general questions concerning the BTA process. Meets with local career link and W/P Workforce Alliance offices to seek prospective applicants. Strategizes to get the word out for an adequate number of applicants on current job title listings utilized by the Agency’s. Assists staff in completion of applications for promotions, etc. Processes requisitions, postings and lists with the BTA system.

Work Schedule and Additional Information:


  • Full-time employment.
  • Work hours are 8:00 am to 4:00 pm, Monday - Friday, with a 30-minute lunch.
  • Salary: $17.57 / $1,317.75 bi-wkly / $34,393.28 annual. Full-time position (37.5 hours per week).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year of experience in the performance of technical human resource duties; and a bachelor’s degree; or
  • Any equivalent combination of experience and training.

  • Hiring preference for this vacancy will be given to candidates who live within Lackawanna, Monroe, Pike, Susquehanna or Wayne counties. If no eligible candidates who live within these counties apply for this position, candidates who reside in other counties may be considered.
