POSITION SUMMARY

Hawai‘i Foodbank (Foodbank or HFB) is seeking a Human Resources Manager to support Hawai‘i
Foodbank’s day-to-day human resources activities in keeping with the Foodbank’s overall mission, vision, and values. The HR Manager will execute the Foodbank’s operational HR and employee engagement strategies to foster a healthy team culture, strong internal communication, and high performance in service of the Foodbank’s mission. This position will be responsible to provide overall HR support, in partnership with Hawai‘i Foodbank’s outsourced HR partner, to include talent management, employee relations and engagement, policies and procedures, benefit administration, and regularly recurring HR activities. The successful candidate is experienced in creating a culture of engagement, collaboration and teamwork, and can both develop policy and deliver results both as a hands-on contributor and a managerial professional.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Outsourced HR Partnership Support
The HR Manager works effectively with outsourced HR partners to leverage resources & technology to achieve the Foodbank’s goals and objectives. Integrates and ensures effective relationships with, and utilization, of outsourced firms’ contracted services; ensures firms are viewed as an extension of the HR department and add value to the organization.

  • Executes the Foodbank’s human resource strategy in alignment with Hawai‘i Foodbank’s mission, vision, values, and strategic plan.
  • Manages and updates HR policies and procedures and employee handbook.
  • Develops and schedules training programs for employees.
  • Fosters a working environment that emphasizes safety, including food safety.
  • Manages benefits program and coordinates payroll with outsourced HR partner.
  • Maintains and manages personnel records, leave balances, and documentation in HR partner’s HRIS.
  • Ensures compliance with applicable Federal and State requirements in conjunction with HR partner.

Talent Management
The HR Manager proactively ensures capabilities needed to meet business objectives are identified and either in place, or being developed. They maintain a high-level, proactive view of the staffing needs of the Foodbank and works proactively with people leaders to ensure talent gaps are addressed.

  • Supports the recruitment and selection process (developing job description, preparing and posting job ads, reviewing resumes, interviewing and selecting candidates).
  • Completes pre-employment checks and drug testing for preferred candidates in a timely manner.
  • Oversees onboarding process for new hires; assists managers with providing orientation for new employees, including coordinating the necessary arrangements (technology etc.).
  • Assists managers with managing the probationary period for new employees, including providing timely feedback.
  • Coordinates the timing and process for the annual performance review process. Acts as resource to managers on performance management including the development of individual contributor goals and performance measures.
  • Evaluates the market to ensure that compensation plans are competitive.

Employee Engagement
The HR Manager understands, lives, promotes, and communicates the Foodbank’s mission, vision, values, and priorities with the goal of delivering a well-aligned workforce. This individual owns & champions internal employee satisfaction.

  • Assists managers in understanding and implementing policies and procedures, and to respond effectively to/resolve employee concerns.
  • Oversees the Foodbank’s annual employee engagement study.
  • Manages the Foodbank’s employee suggestion box program.
  • Together with the Foodbank’s Wellness Committee, creates and administers employee recognition, engagement, and wellness programs.

Additional Benefits Administration
The HR Manager oversees additional benefits outside of the scope of the outsourced HR partner with competence, accuracy, and a customer service attitude.

  • Administers the Foodbank’s 401k program, including acting as primary point of contact for provider, monitoring new employees for eligibility and supporting enrollment, managing distribution of required notices to participants, and ensuring timely and accurate transmittals.
  • Administers the Foodbank’s unemployment insurance program.

Management of Recurring HR Activities
The HR Manager ensures consistent, high quality execution of transactional HR activities in compliance with federal and local laws.

  • Creates and updates job descriptions; maintains current organizational chart.
  • Coordinates quarterly Department of Transportation random employee drug testing requirements.
  • Administers ESA/OH&S/AODA poster compliance requirements.
  • Participates in management meetings and other department team meetings, as required.
  • Participates in professional development and networking conferences and events.
  • Conducts COVID-19 contact tracing, as necessary, and manages COVID-19 recordkeeping.
  • Manages the annual Aloha United Way campaign for Foodbank employees.
  • Conducts exit Interviews and manages internal HR investigations, as needed.
  • Other projects/duties as assigned.

EDUCATION and/or EXPERIENCE:

  • 5+ years of progressive HR and managerial experience.
  • Bachelor’s degree in human resources, business administration, or a technical field from an accredited four-year college or university.
  • Working knowledge of Microsoft Office Suite.
  • Knowledge of compensation programs, performance management, employee relations & engagement, and talent acquisition.
  • Knowledge of Hawai’i State and Federal labor laws and related regulatory compliance.

LANGUAGE SKILLS:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on one and small group situations to customers, clients and other employees of the organization.

MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to calculate figures and amounts such as discounts, interest, commissions, percentages. Capable of compiling and analyzing data to guide planning and decision making.

REASONING ABILITY:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

EQUIPMENT, MACHINES, TOOL, VEHICLES USED:

  • Ability to use a computer workstation including keyboard, mouse, printer, fax, and multi-line phone systems to execute tasks.
  • Operate 10-key calculators.

WORK ENVIRONMENT:

  • Field work requiring driving for off-site vendors and programs
  • Requires the use of computer and standard office equipment.
  • The noise level is moderate to loud at times.
